Preview of the 2023 Minnesota Legislative Session <br />In the upcoming 2023 Minnesota Legislative Session MAOSC will face a number of <br />dynamics and variables that will cause the “terrain” to be somewhat unknown - at least <br />initially. We will face: <br />More than 40 new legislators (automatically; not counting any incumbent losses). <br />New leadership, including the possibility of a new Governor. <br />A number of new committee chairs (potentially all new depending on election <br />results). <br />A probable budget surplus, although the amount is unknown at this time. <br />2023 is also a budget year, which means that unlike last year there is a budget that is <br />required to pass. which will play heavily into end-of-session negotiation. <br />We will need to help foster the “learning curve” of many new lawmakers and educate them <br />about our issues, concerns, and objectives, all while effectively building trust and rapport. <br />This process will take some time and therefore our usual internal advocacy timelines will <br />essentially be truncated, practically speaking. <br />Meaning, in past sessions we were able to “hit the ground running”, picking up right where <br />we left off from the previous session because the players on the chess board - for the most <br />part - remained the same. Not so in the 2023 session. The chess board has been tossed and <br />the pieces will need to be put back in place. <br /> <br />
