City of Centerville <br />City Council Work Session & Meeting Minutes <br />September 28, 2022 <br />Administrator Statz stated that the 2023 Preliminary General Fund Budget needed approval this evening <br />with the Final Budget needing approval in December. He stated that if no decision was made this <br />evening, last year’s budget would remain in effect. <br /> <br />Finance Director DeJong reassured Council that what was presented in the packet for 2023 was <br />reasonable and affordable with the tax levy increasing of $103,419 or 3.7% higher than 2022. He <br />explained that the primary reason was the loss of Local Government Aid. He stated that the percentage <br />would be felt differently to residents due to offsetting, new construction and improvements to existing <br />buildings. He stated that the General Fund Budget would be $2,919,880 and the Tax Levy would be <br />$2,608,872 for 2023. <br /> <br />Motion by Council Member Koski, seconded by Council Member Mosher to Adopt Res. #22-026 – <br />Approving the 2023 Preliminary General Fund Budget as Presented. All in favor. Motion carried. <br /> <br />2. Website and Mobile App <br /> <br />Assistant City Administrator Lewis stated that the launch of the newly updates website would be October <br />4, 2022 with the Mobile App being slightly delayed by approximately two (2) weeks. She reviewed the <br />presentation that was contained in Council’s packet. <br /> <br />Jr. Council Member Peterson stated that he wished that his schedule allowed for contribution more but <br />he likes what he has seen so far. Several members of Council felt that it was an improvement from the <br />previous website and offered their gratitude to staff’s time and the vendor’s ability to deliver a product <br />of not only visual improvement but functionality. <br /> <br />Assistant City Administrator Lewis stated that re-working the site for optimum usability would continue <br />as the process continues and staff updates accordingly. Assistant Lewis thanked Committee Members <br />for their input and hard work getting to this stage of development. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Change Order #1 – 2022 Thin Overlay Program & City Hall Parking Lot Improvements <br /> <br />Administrator Statz stated that there was not a problem with the project but that with the contractor on <br />site and minimal associated expenditures he authorized the construction of a sidewalk between City Hall <br />and the fire station, requested that the trail that was proposed for the Old Mill Estate project be completed <br />as the City was being reimbursed by the developer for the relocation of said trail and marking turn lanes <br />requested by Centerville Elementary on Progress Road and Centerville Road. <br /> <br />Discussion ensued regarding completing while a viable contractor was on site versus putting each project <br />out for bid, the delivery date of the City’s newly purchased Tool Cat, additional requests for relocation <br />of the sidewalk and handrails and delay due to additional expenditures, funding, previous discussions <br />regarding monument installation, sidewalk relocation, parking lot lighting and installation, ARPA <br />Funding, OSHA grant funding in 2023, etc. <br /> <br />Motion by Council Member Koski, seconded by Council Member Mosher to Approve Change <br />Order #1 – 2022 Thin Overlay Project & City Hall Parking Lot Improvements as Presented.
