MEMORANDUM <br />TO:PLANNING & ZONING COMMISSION <br />FROM:KURT GLASER, CITY ATTORNEY <br />SUBJECT: REVISIONS TO FIREARMS REGULATION <br />CC:CITY ADMINISTRATOR <br />DATE: FEBRUARY 3, 2023 <br />SUMMARY: <br />The following proposed text revises the City’s existing ordinance governing the <br />discharge of firearms by incorporating input from the Commission and borrowing heavily <br />from the Lino Lakes ordinance governing the discharge of firearms. <br />PROPOSED REVISIONS: <br />§ 130.01(C) DEFINITIONS. <br /> For the purpose of this section, the following definitions shall apply unless the context <br />clearly indicates or requires a different meaning. <br /> BOW AND ARROW. Pointed tip arrow and bow. <br /> FIREARM. A device designed to be used as a weapon, from which is expelled a <br />projectile by the force of any explosion or force of combustion. <br /> MUZZLELOADER. A device (long gun or handgun) which cannot be loaded at the <br />breech of which a smooth-bore muzzleloader used is at least .45 caliber and a rifled <br />muzzleloader used is at least .40 caliber. <br /> NON-FIREARM. A crossbow, a bow and arrow, pellet gun, BB gun and slingshots, <br />including wrist rockets. <br /> RIFLE. A shoulder weapon with a rifle bore barrel and discharging a single shot or <br />pellet at a time. <br /> SHOTGUN. A shoulder weapon with a smooth bored barrel or barrels and normally <br />discharging more than one pellet at a time, except when using a single slug. <br /> WRITTEN CONSENT. A written record of consent to hunt upon a landowner's <br />property. The consent shall be signed by the owner and contain the following <br />information: <br /> <br />
