(C)It shall be unlawful to own or operate a rifle or shooting range in this city unless a <br />permit therefore be issued by the City Council. The fee for the permit shall be <br />$15 and the fee shall be paid to the Administrator prior to issuance thereof. <br />(D)Nothing herein contained shall prohibit the use of firearms by duly authorized <br />police officers or law enforcement officers, or by persons engaged in the lawful <br />defense of person or property. <br />4 <br /> <br />
