City of Centerville <br />Planning and Zoning Commission <br />January 17, 2023 <br /> <br /> <br /> <br />V. AWARDS, PRESENTATIONS, APPEARANES <br /> <br />1. None <br /> <br />VI. OLD BUSINESS <br /> <br />1. Annual Appointment of Chair and Vice-Chair <br /> <br />Administrator Statz introduced this item. Discussion ensued. <br /> <br />Motion by Commissioner Thompson, seconded by Commissioner Kuiper to appoint David <br />Kubat as Chair and Jon Krueger as Vice-Chair. All in favor. Motion carried. <br /> <br />2. Ordinance Review – # 156, Section 156, 104 Temporary Dwellings & Structures <br /> <br />Administrator Statz introduced this item as presented in the packet. The current ordinance does not <br />allow occupancy in RVs or tents. A summary of proposed revisions is in the packet, along with a <br />redline version of proposed changes and a clean copy of the ordinance. A sample permit for self- <br />permitting is also included in the packet. <br /> <br />Chair Kubat noted that the language as written does not put a time limit on occupancy of a tent; he <br />recommended adding language that adds limitation(s), such as no continuous occupancy of a tent. <br /> <br />Motion by Chair Kubat, seconded by Commissioner Thompson to call for a public hearing in <br />March on this ordinance. All in favor. Motion carried. <br /> <br />3. Issue Discussion – Moratorium on Cannabis Sales <br /> <br />Administrator Statz reviewed the item as presented in the packet. He noted that some cities are <br />waiting to see what others are doing. Discussion ensued about the sale and regulation of products <br />(both online and in stores); issuing licenses like we do for tobacco and liquor. Other considerations <br />include fees and limits on the number of licenses. Administrator Statz reported that he asked the <br />schools to keep us posted on issues that may arise. <br /> <br />Administrator Statz reviewed options for next steps, noting that we could do any of the following: <br />study the issue, take public input, watch the legislature, stay in touch with League of MN cities, <br />watch other cities, or draft an ordinance. <br /> <br />Administrator Statz recommended making a list of what the Commission wants to see in an <br />ordinance and our attorney will then draft one. <br /> <br />This topic was for discussion only.
