tomI✓ve I&W Wain Street, CenterviOe, XA S5038 <br />`,T,.,StII.III:IShe, 1857 651-42.9-3232 or rFa-t 651-429-8629 <br />Memorandum <br />Date: March 2, 2023 <br />To: Honorable Mayor and City Council Members <br />From: Mark Statz, PE — City Administrator/Engineer <br />Subject: Federal Emergency Management Agency (FEMA) <br />Letter of Map Revision (LOMR) for 21st Avenue South <br />As part of the construction of 21st Avenue South, from Commerce Drive to the cul-de- <br />sac on the south end of the Distribution Alternatives building, changes were made to the <br />floodplain of Clearwater Creek/Judicial Ditch 3. Specifically, the Floodway was moved <br />to the location of the new culvert, under 21s' Avenue, rather than through the field <br />culvert, which previously carried the flow from the creek. This change requires a <br />submittal to FEMA, detailing any revisions to the Flood Insurance Rate Map (FIRM). <br />This submittal is categorized as a Letter of Map Revision (LOMR) and must be <br />accompanied by a No Rise Certificate (a statement from an engineer that the change will <br />not raise the flood elevation). <br />In cooperation with the previous developers of Distribution Alternatives, and our current <br />developers of the Amazon site, we were able to secure funds to pay for the required <br />engineering study to facilitate the no rise certificate; a total cost of $16,900. <br />Additionally, the completion of <br />this process requires an application <br />fee of $8,000, to be paid to FEMA <br />for the review and approval of the <br />submittal. City staff from Lino <br />Lakes and Centerville have <br />conferred and find it appropriate <br />for the two cities to share in this <br />cost, equally.
