tomI✓ve I&W Wain Street, CenterviOe, XA S5038 `,T,.,StII.III:IShe, 1857 651-42.9-3232 or rFa-t 651-429-8629 Memorandum Date: March 2, 2023 To: Honorable Mayor and City Council Members From: Mark Statz, PE — City Administrator/Engineer Subject: Federal Emergency Management Agency (FEMA) Letter of Map Revision (LOMR) for 21st Avenue South As part of the construction of 21st Avenue South, from Commerce Drive to the cul-de- sac on the south end of the Distribution Alternatives building, changes were made to the floodplain of Clearwater Creek/Judicial Ditch 3. Specifically, the Floodway was moved to the location of the new culvert, under 21s' Avenue, rather than through the field culvert, which previously carried the flow from the creek. This change requires a submittal to FEMA, detailing any revisions to the Flood Insurance Rate Map (FIRM). This submittal is categorized as a Letter of Map Revision (LOMR) and must be accompanied by a No Rise Certificate (a statement from an engineer that the change will not raise the flood elevation). In cooperation with the previous developers of Distribution Alternatives, and our current developers of the Amazon site, we were able to secure funds to pay for the required engineering study to facilitate the no rise certificate; a total cost of $16,900. Additionally, the completion of this process requires an application fee of $8,000, to be paid to FEMA for the review and approval of the submittal. City staff from Lino Lakes and Centerville have conferred and find it appropriate for the two cities to share in this cost, equally. Staff is seeking approval from the Council for this expenditure, representing Centerville's share of the fee ($4,000), to be paid from the Storm Water Utility.
