City of Centerville <br />City Council Meeting Minutes <br />February 22, 2023 <br />IX. NEW BUSINESS <br />1. Extension of Joint Powers Agreement with Rice Creek Watershed Dist. For Erosion <br />Control Inspection Services <br />Administrator Statz stated that he was proud of this agreement and elimination of duplication of services. <br />He stated that he believed that the current program was working well and to both entities benefits. He <br />provided some background as a requirement for operating an MS4 is inspection of construction sites for <br />best practices and proper adherence to rules and regulations. He stated that reporting has become easier <br />and more efficient. He recommended the extension, stated that both entities wanted to continue to work <br />cooperatively and hoped in the future that extension would not be needed with an ongoing agreement. <br />Motion by Council Member Koski, seconded by Council Member King to Extend the Joint Powers <br />Agreement with Rice Creek Watershed Dist. For Erosion Control Inspection Services as Presented. <br />Roll call: Mayor Love, Council Members King, Koski and Mosher in favor. Motion carried. <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br />1. Administrator/Engineer Report —Administrator Statz stated that his report was in Council's <br />packet for their review and he would be happy to answer any questions they may have. He <br />stated that he wanted to highlight several items such as vacancies on the Planning & Zoning <br />Commission and the Parks & Recreation Committee. He stated that the Planning & Zoning <br />Commission scheduled a public hearing for March 14 to discuss language amendments for <br />temporary dwelling of RVs and tents along with parking regulations. He reported that the <br />CLPD had recently swore in Officer Cole Henjum. He stated that the EDA is requesting that <br />individuals complete a Community Survey regarding the Downtown area which is on the <br />website and been email blasted to businesses and residents with a deadline date of March 24, <br />2023. He provided a brief update on the 20th Avenue corridor study, he stated that plows were <br />deployed late last evening and early this morning gearing up for later in the evening. He <br />reported that the Rice Creek Watershed District was offering mini -grants to citizens and <br />organizations for a maximum of $500 for rain gardens, pollinator gardens, etc. He stated that <br />more information was available on their website. <br />Junior Council Member Shaw reported that the Centennial High School Girls Hockey to was going to <br />the State Tournaments where they would be playing top -seeded Minnetonka on Thursday. <br />Council Reports <br />a. Vacant <br />■ Parks & Recreation — No update <br />■ Anoka County Fire Protection Council — No update <br />Koski — Council Member Koski stated that he attended the recent NorthMetro Telecom <br />on behalf of Mayor Love. He stated that it was his first meeting that he has had the <br />opportunity to attend of the Commission, that their next meeting was scheduled for June <br />21. He noted that the February 8 minutes stated that the next meeting was March 15 which <br />should be February 15 instead. That NMTV would be broadcasting Guns & Hoses this <br />Friday.
