City of Centerville <br />Planning and Zoning Commission <br />March 14, 2023 <br /> <br /> <br />3. Moratorium on Cannabis Sales Î Discussion of Timeline/Next Steps <br />Administrator Statz introduced this item noting that the published date of our moratorium on <br />cannabis sales is September 20, 2022, so we have one year to enact a permanent ordinance to <br />regulate these sales. <br /> <br />The discussion focused on establishing a timeline to determine our path forward, noting that the city <br />should think about what is best for the city: licensing, regulating, or remaining hands-off and going <br />with what the legislature decides. <br /> <br />The Commission favors licensing and would like to model LexingtonÓs ordinance; the item will be <br />brought back to the P&Z in April for further review and feedback. <br /> <br />4. Moratorium on Medical Facilities Î Discussion of Timeline/Next Steps <br />Administrator Statz introduced this item, noting that this in response to people shopping around for <br />locations for medical treatment facilities. The city published a moratorium on October 31, 2022, so <br />there is one year to get the right regulations in place, such as buffers for schools, child care facilities, <br />etc. Staff will review existing language and reach out to other cities to see how they are regulating <br />medical treatment facilities. Staff will contact Woodbury and bring this back in April for further <br />discussion. <br /> <br />VII. NEW BUSINESS <br />1. Call for Public Hearing on City Code Î Table of Allowed Uses (Table 156-A.1) <br />Administrator Statz reviewed the table of allowed uses, noting proposed changes as presented in the <br />packet. Examples are: a day care is not allowed in off-main street area, veterinarian clinics are not <br />allowed on Main Street, animal boarding is not allowed in either business district, building supply <br />and storage yards are not allowed to put anything outside, etc.. <br /> <br />The Commission will hold a public hearing on the table of allowed uses in April. <br /> <br />Motion by Commissioner Kuiper, seconded by Commissioner Nelson to hold a public hearing <br />in April on the table of allowed uses. All in favor. Motion carried. <br />VIII. APPROVAL OF MIN UTES <br />1. February 7, 2023 Planning & Zoning Commission Meeting Minutes <br />Motion by Commissioner Krueger, seconded by Commissioner Olson to approve the <br />February 7, 2023 Planning and Zoning Commission minutes. All in favor. Motion carried. <br />IX. Announcements and Updates <br /> <br />1. Council Member Liaison <br />Councilmember Koski reported that City Council approved a purchase agreement for the 1737 Main <br />Street site for a Guys and Dolls hair salon.
