City of Centerville <br />City Council Meeting Minutes <br />March 22, 2023 <br />Administrator Statz stated that this item was discussed at a previous Work Session of Council, it was a <br />documented with the Resolution (purchase of the Toolcat & 2022 Thin Mill Overlay Project) alleviating <br />additional reporting and completing this requirement. <br /> <br />Motion by Council Member King, seconded by Council Member Koski to Adopt Res. #23-011 Î <br />Allocating American Rescue Plan Act (ARPA) Funds as Presented. All in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. 2022 EDA Annual Report <br /> <br />Assistant City Administrator Lewis reviewed the presentation that was included in CouncilÓs packet. <br /> <br />Council Member Koski stated that the programs that have been offered to businesses by the EDA have <br />been successful and that they are completing wonderful work. Mayor Love stated that he felt that <br />something unique to Centerville at Cornerstone Park would be wonderful. He felt that getting the <br />Centerville name out in the public was also wonderful. <br /> <br />Administrator Statz stated that proceeds from land sales could be dedicated to the EDA along with <br />acquiring parcels and control (Council vs. EDA) and further this discussion and a good opportunity. <br /> <br />Discussion ensued regarding members of Council serving on the EDA, HRA funding and associated <br />funding with Chauncey Barrett Gardens, goals for EDA, Council directions for the EDAs role, an <br />Opportunity Fund, being cautious, concern for accountability to constituents with priorities of funding, <br />risk for negative perception, and having a plan that could be amended if needed. <br /> <br />Motion by Council Member King, seconded by Council Member Koski to Accept the 2022 EDA <br />Annual Report as Presented. All in favor. Motion carried. <br /> <br />2. St. Paul Area Association of Realtors (SPAAR) Grant <br /> <br />Assistant City Administrator Lewis reviewed the presentation that was included in CouncilÓs packet. She <br />stated that a letter of interest had been forwarded for consideration and what was proposed was the <br />purchase of Civic Engagement Software which would provide over 200 surveys through six domains. <br />She also stated that the grant was for an amount of $3,000 and the Software was for $3,000. She stated <br />that the City would be notified for whether they would be awarded the funding by April 5, 2023. Assistant <br />City Administrator Lewis stated that the software would be a pilot program type software and that the <br />$3,000 was an annual fee subscription. She report that the software could be utilized for alternative <br />surveys if needed and not just for walkability, homeownership, etc. <br /> <br />Discussion ensued regarding the EDAÓs consideration, citizens are a priority and what they want the City <br />should know, no matching funds required and if motion made <br /> <br />Motion by Council Member Mosher, seconded by Council Member Taylor to Authorize Staff to <br />Accept Funding from SPAAR for the Proposed Project or an Alternate Scope of Work if Suggested <br />by SPAAR in an Amount not to Exceed $1,500.
