We understand it is a one-half acre residential lot owned by the City; the structure(s) are <br />removed. <br />The purpose of the Phase I is evaluate the property for Recognized Environmental Conditions as defined in <br />the ASTM Standard Practice E1527-21, which is the nationally recognized industry standard that also meets <br />the performance requirements of the All Appropriate Inquires Rule (40 CFR Part 312). A purchaser <br />completing a Phase I assessment in conformance with the Standards satisfies one of the requirements to <br />qualify for Landowner Liability Protections under the Superfund law. <br />PHASE I SCOPE OF SERVICES <br />The key components of our proposed scope of services include: <br />Historical Land Use Records Review: Land use records will be researched to understand its developed <br />history and evaluate if there is any reason to believe hazardous substances or petroleum products could <br />have been released on or near the property. Normal sources of information include aerial photographs, <br />historical maps, city directories, and whatever helpful documents may be furnished. <br />Government Records Review: We will obtain and review current ASTM Standard Environmental Record <br />sources to determine if the property or surrounding sites within specified search distances are listed on <br />federal or state public records normally associated with recognized environmental conditions. Listings are <br />generally identified by street address. The significance of the listings will be evaluated in conjunction with a <br />physical setting analysis. We will review additional relevant records from the State regulatory agency in <br />connection with identified environmental activities as deemed applicable and warranted, and if such <br />records are readily ascertainable within the agreed -upon time frame for our assessment. <br />Interviews: The property owner, occupant representatives, and at least one government official will be <br />targeted for interviews to inquire of their actual knowledge of features and uses of the property in <br />connection with recognized environmental conditions.
