City of Centerville <br />City Council Meeting Minutes <br />March 8, 2023 <br />individuals had been interviewed by the Council, that the vacancy was posted for several weeks allowing <br />for ample applicants, how voting would be counted due to the vacant seat and absence of Council Member <br />King and he requested that either Council could table the item or make a motion to nominate a candidate <br />for the seat. <br /> <br />Mayor Love stated that with the absence of Council Member King, he had discussions with him to <br />ascertain his preference in appointing a candidate. Discussion ensued regarding Council’s gratefulness <br />to all candidates that applied, for their willingness to serve their community, the candidates’ merits and <br />experience, Council Member Lakso’s legacy and the appointment of Council Member/Mayor Love in <br />the same fashion 15 years prior. <br /> <br />Motion by Council Member Koski, seconded by Mayor Love to Nominate Dr. Raye Taylor to Fill <br />the Vacant Council Seat. <br /> <br />Administrator Statz asked when the position/appointment become effective. <br /> <br />Council Member Koski made a Friendly Amendment to his Previous Motion Adding that Dr. Raye <br />Taylor Would be Sworn into Office at the March 22, 2023 Council meeting. Mayor Love Accept <br />the amendment. All in favor. Council Member Mosher Nay. Motion carried 2/1. <br /> <br />st <br />2. Letter of Map Revision (LOMR) Application – 21 Avenue South <br /> <br />Administrator Statz stated that this issue was an error that leads back several years and was brought to <br />light with the realignment of a culvert near Distribution Alternatives and Amazon. Both of the firms <br />have agreed to pay for most of the costs associated with this error until this process was determined to be <br />required with an application fee of $8,000. Administrator Statz stated that the City of Lino Lakes is <br />willing to fund half of the costs which he believes will continue to allow the construction without delay <br />of the Amazon facility and is better than could be hoped for. He stated that the construction of the two <br />facilities brought the improper/neglected fillings to light with FEMA when the Flood Plain/Map <br />Revisions were made jointly between the city and two property owners four to five years ago. <br /> <br />Discussion ensued regarding Distribution Alternatives and Amazon work cooperatively with their <br />respective cities and financially supporting rectify the issue along with the City of Lino Lake’s <br />continued financial support to work with the City of Centerville to finish the project correctly. Brief <br />discussion was had regarding future development and whether there would be additional financial <br />impacts. Administrator Statz stated that this was rectify the matter for the City. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Koski to Expend $4,000 from <br />st <br />the Storm Water Fund to Jointly Fund a Letter of Map Revision (LOMR) Associated with 21 <br />Avenue South With the City of Lino Lakes. All in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Purchase Agreement – 1737 Main Street <br /> <br />Mr. Mike Brass, Titus Commercial Real Estate, stated that negotiations have been agreed upon for the <br />purchase of the property for $5,000 and that the execution of this agreement would allow the buyers (F <br />Page 3 of 6 <br /> <br /> <br />
