City of Centerville <br />EDA Meeting Minutes <br /> April 19, 2023 <br />1. Grant Martin, LOCi <br />Grant Martin, consultant with LOCi, gave a presentation on the draft redevelopment market study <br />and answered questions from the EDA. <br /> <br />VII. REPORTS <br /> <br />1. Partner Agency Reports <br />a. Anoka County Regional Economic Development (ACRED) <br />Executive Director Lewis reviewed the report as presented in the packet. <br /> <br />2. Year to Date Financials <br />Executive Director Lewis introduced the financial report as presented in the packet. <br /> <br />Motion by Vice-President Swenson and seconded by Commissioner Smith to approve the <br />financial statement as presented. All in favor. Motion carried. <br /> <br />3. Ongoing Programs: <br />Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet. <br /> <br />4. Administrator’s Report <br />Executive Director Lewis reviewed the Administrator’s Report as presented in the packet. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. Downtown Redevelopment Market Study <br />Executive Director Lewis introduced this item and asked for feedback on the report. Discussion <br />ensued and the EDA would like the final report to include additional information about incubator <br />spaces, retail concepts that could work in downtown, an outline of rent differences that could be <br />expected at a luxury apartment overlooking the lake, versus an apartment that is not overlooking <br />the lake, a summary of the difference between the Damon Farber Study and the downtown retail <br />development study, as well as other items that staff might add. <br /> <br />Motion by President Remillard, seconded by Vice-President Swenson to approve the draft <br />redevelopment market study with the requested revisions noted above, as well as ones that <br />staff might have. All in favor. Motion carried. <br /> <br />2. Activity Tracker <br />Executive Director Lewis reviewed the report as presented in the packet. <br /> <br />IX. NEW BUSINESS <br /> <br />1. None <br /> <br />X. ADJOURNMENT <br />Motion by Commissioner King, seconded by Vice-President Smith to adjourn the April 19, <br />2023, Economic Development Authority meeting at 9:14 p.m. All in favor.
