F&M Holdings <br />applied for a PUD development plan for the properties to build a new <br />building for the Guys & Dolls hair salon business. The plan, as developed <br />to date, does not meet the Downtown Design Guidelines and is missing <br />a number of necessary details. Therefore, we recommend that the <br />Planning & Zoning Commission continue the item to the next regularly <br />scheduled meeting so that staff might have an opportunity to work with <br />the applicant to get a revised set of plans. But we will review the issues <br />below. <br /> <br />PLANNING & ZONING <br />The property is guided Mixed Use on the Future Land Use Plan and zoned M-1 Mixed Use. All <br />developments in M-1 require a Planned Unit Development (PUD), which is processed as a <br />Conditional Use Permit (CUP) under CentervilleÔs Zoning Code. Retail uses, like a hair salon, are a <br />permitted use. Parts of the M-1 code are included at the end of this report. <br /> <br />Downtown Master Plan <br />The site is subject to the design guidelines in the Master Plan & Development Guidelines for <br />Downtown Centerville adopted in 2006. Among the guidelines that are pertinent, are those <br />outlined in the April 24 staff memo: <br /> <br /> Buildings located at build-to lines (zero setback). <br /> Emphasis on building features at the intersection of Centerville Road and Main Street. <br /> Parking behind or side of buildings. Surface parking on major street frontage is not allowed. <br /> <br /> <br /> <br /> <br />
