June 6, 2023 <br />Centerville Planning & Zoning Commission <br />Page 5 of 6 <br />RE: F&M Holdings LLC for Guys & Dolls Salon Ï PUD Development Plan <br /> <br />Building Materials & Architectural Character <br />The Downtown Master Plan and Guidelines have standards for architectural treatment of <br />buildings, including the concept that a ÑFrench QuarterÒ style is intended. The applicants have <br />provided renderings of the building, which is attractive, but we need discussion of how the style <br />furthers the Downtown Master Plan and Guidelines. <br /> <br />RECOMMENDATION <br />I recommend that the Planning & Zoning Commission continue consideration of the PUD <br />development plan to its next regularly scheduled meeting so that City staff can work with the <br />applicants to refine the plan. The issues to be addressed might include the following: <br /> <br />1) The site plan should be adjusted to have all parking and drive aisles on private property <br />and not on street right-of-way. <br /> <br />2) The site and building plans should be revised to include street edge feature(s) to enhance <br />the site in line with the intent of the Downtown Master Plan, as well as incorporating an <br />open space feature or features. <br /> <br />3) The potential uses for the building and their parking needs should be refined so that <br />adequate parking is provided. <br /> <br />4) The architectural character of the building needs to be refined to address the Downtwon <br />Master Plan and Guidelines. <br /> <br />5) The plat will need to be reviewed and approved by the City Engineer and City Attorney. <br /> <br />6) Stormwater management plans need to be reviewed and approved by the City Engineer <br />and Rice Creek Watershed District. <br /> <br />7) Access to Main Street (CSAH 14) needs to be approved by Anoka County. <br /> <br />8) Submittal of a PUD narrative explaining how the project meets the intent of the Downtown <br />Master Plan. <br /> <br />60-DAY DEADLINE <br />There are separate deadlines for the different applications Ï 60 days for a zoning request such as a <br />PUD or CUP, and 120 days for the preliminary plat. The applications were received May 15, 2023. <br />The 60-day deadline for final action on the PUD is July 15, 2023; the 120-deadline for the <br />preliminary plat is September 15, 2023. <br /> <br /> <br /> <br /> <br />
