June 6, 2023 <br />Centerville Planning & Zoning Commission <br />Page 4 of 6 <br />RE: F&M Holdings LLC for Guys & Dolls Salon Ï PUD Development Plan <br /> <br /> There needs to be a landscape plan showing how the entire site will be treated, especially <br />the corner edges on Main Street and Progress Road. <br /> <br /> There needs to be plans for lighting, signage, trash handling, and other site features. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Parking <br />Parking standards for commercial uses in the zoning code vary from 6/1,000 sq ft for retail and <br />3/1,000 sq ft for Ñtrade businessesÒ. The proposed building is about 4,700 sq ft with 18 parking <br />spaces (not including those in the ROW), or about 3.8 spaces per 1,000 sq ft. This is less than typical <br />for commercial uses, but the site plan will be refined if the project moves forward, so the precise <br />number is not important now. The main question is whether the building placement is acceptable <br />within the context of the Master Plan. There may be other adjustments to the plan to better fit <br />parking on site. City staff can work with the applicants before the development plan is submitted. <br /> <br />Site Plan A shows two phases of development in the building, presumably one space for the hair <br />salon and a second space for another user, or a future expansion of the hair salon. Either way, <br />parking needs must be addressed as the site plan is finalized. <br /> <br />Overhead Power Lines <br />There are existing overhead power lines that also complicate the property at the corner. They <br />interfere with the visual character of the corner and potentially the ability to construct a building <br />out to the corner. Ideally, these should be moved or buried to make the site more attractive and <br />functional for development that is appropriate to the character of the Downtown Centerville. <br /> <br /> <br />
