Res. #23-0XX – Re-Adopting Assessment Roll <br /> <br />This item was moved to New Business, Item #4. <br /> <br />IX. NEW BUSINESS <br /> <br />1. 2022 Audit Presentation & Acceptance <br /> <br />Mayor Love introduced Mr. Tyler See from ABDO Solutions. <br /> <br />Mr. See reviewed the audit presentation that was contained in the packet and mentioned that the audit <br />was in his opinion a clean audit with no findings. He stated that the findings from last year had been <br />remedied. <br /> <br />Council discussion ensued regarding debt service and interest on debt, debt compared to other <br />communities, population increase versus building, operating costs for sewer and water services, <br />stormwater increase and expansion of the LaMotte irrigation system, personnel cost increases, and <br />appreciation of staff for their contribution for working with Mr. See. <br /> <br />Mr. See was asked to provide to the public a brief definition/distinction between tax rate and tax per <br />capita, and he completed the request by reviewing a slide that was contained in the presentation. <br /> <br />Motion by Council Member King, seconded by Council Member Mosher to Approve the 2022 <br />Audit as Presented. <br /> <br />Council Member Koski questioned American Rescue funding. Finance Director DeJong stated that the <br />funding was utilized for the capital replacement Fund and a Toolcat purchase of $70,000 with the <br />remainder ($360,000) being placed in the Street Improvement Fund toward costs for 2022 Thin Overlay <br />& City Hall Parking Lot Project. Council Member Koski suggested discussion should commence <br />regarding revenue surplus at the same time as the 2024 Budget. <br /> <br />Finance Director DeJong stated that he would recommend that a one-time revenue be expended as one- <br />time expenditure in the community. Mayor Love questioned reducing the levy on a one-time basis. <br />Finance Director DeJong stated that could be done but you would be playing catch up each year going <br />forward to balance out your budget. <br /> <br />All in favor. Motion carried. <br /> <br />2. Res. #23-0XX – Establishing No Parking Zones (New & Existing) <br /> <br />Administrator Statz stated that the information contained in the packet was a recommendation from the <br />Planning & Zoning Commission who considered the following: downtown street project which <br />contained on street parking, new industrial/commercial development/areas with businesses being self- <br />contained for parking, Fairview Street being a pass-through street, Anoka County considering traffic <br />st <br />modifications to CSAH14/21 Avenue, etc. Administrator Statz stated that recently the city has noticed <br />Page 4 of 7 <br /> <br /> <br />
