City of Centerville
Planning and Zoning Commission
October 10, 2023
Administrator Statz also noted out that if the rezoning is not approved then there is a possibility
that property owner might explore flipping the home as a single-family residence and if that
happens it may be difficult to enforce paving the driveway and remolding the garage.
If the rezoning request is approved, however, the city will be able to enforce bringing everything
into compliance with the Zoning Code, including: the existing driveway, which would need to be
paved and the garage, which would need to be remodeled or torn down and rebuilt.
In both scenarios, the home will need to be brought up to comply with the International Building
Code.
Developer Bill Bergeson at 7353 20'h Ave N. addressed the Planning and Zoning Commission,
stating that they do extensive rehabilitation of homes, and that the product is something the city
will be proud of. Mr. Bergeson also stated that they keep their properties nice because it gets them
better renters.
Public Comments
Resident Frank Wilde at 7326 Deer Pass Dr commented about the following:
• Boundaries of the rezoning request within this R2 district — he wanted to know if the
rezoning request was for the parcel or for the R2 district surrounding the property.
• Configuration of the duplex — whether it would be side -side or up-and-down.
• The presence of a duplex in an area surrounded by single-family homes. He commented on
the standards for upkeep and maintenance in the neighborhood.
• Bicycle path at the end of the cul-de-sac on Deer Pass Dr. — he wanted to know if the path
would be extended through the property and if the trail would be private or public through
that area.
Administrator Statz noted that the bicycle path was originally stubbed to extend to other
neighborhoods so that residents could go up and through that new development on Brian Dr. and
out to the rest of the trail system without having to go out onto 20t' Ave.
Resident Megan Olson at 7341 Deer Pass Dr. commented on the following:
• Increase in density from R2 to R2A — she received clarification from statements already
made; she was unsure what the density change would mean for the area.
• She received clarification that a road and several houses will not go up if the project falls
through; she was hoping for a single-family home to match the rest of the neighborhood.
Administrator Statz noted that a maximum of two duplexes, with the right configuration, is all that
could be on the property. He also noted that the problems we've had with the property are from a
former homeowner, not a renter; further, the city has more regulatory control with rental properties
due to rental licenses, etc.
Resident Corrine Mitsch at 7307 Deer Pass Dr. provided the following comments:
Commented on the poor condition of the property.
Motion by Commissioner Broussard -Vickers, seconded by Commissioner Krueger to close
the public hearing on the rezoning request of 7353 20" Ave. N. All in favor. Motion carried.
