Memorandum <br /> <br /> <br />Date: December 29, 2023 <br /> <br />To: Honorable Chair and Commissioners <br /> Centerville Planning and Zoning Commission <br /> <br />From: Mark Statz, PE Î City Administrator/Engineer <br /> <br />Subject: LaLonde Sketch Plan <br /> <br />The city is in receipt of a Sketch Plan and presentation outlining the proposed <br />redevelopment of the LaLonde parcel in the cityÓs downtown district (M-2 Zoning). The <br />current site is a, roughly, 3-acre parcel with a single home and several small out <br />buildings. The proposal would construct a 3-story (+ tuck-under parking) apartment <br />building, on the site, consisting of approximately 110 units. Additional details on the <br />proposal are included in the developerÓs presentation. <br />Zoning <br />All developments within the M-2 zoning district must be completed as a Planned Unit <br />Development (PUD). This process allows for flexibility from typical zoning restrictions <br />such as setbacks, building height, and the like in exchange for amenities and features <br />which enhance the public benefit of the development. <br />The M-2 district requires a minimum density of 12 units per acre and a maximum of 45 <br />units per acre. For this parcel, that means roughly 36 to 135 units would be allowed. The <br />proposed building falls well within those guidelines. All setbacks in the M-2 district are <br />left to the PUD process, without guidance. A building height maximum across all zoning <br />districts is 35 feet, however, the code allows an additional foot of height for every foot <br />that the setbacks are increased. In this case the setbacks, are effectively, zero. So, if the <br />building was setback 5 feet from the property line, it could be 40 feet tall. The code is <br />not particularly clear as to where the height of the building should be measured, but it <br />seems appropriate to do so at the front entrance. If measured at the back, many of our <br />walk-out homes would be in violation of this rule. The proposed building appears to be <br />within the initial guidance of 35 feet and could easily ÐearnÑ additional height with the <br />setback rule. An architectural element on one of the prominent corners of the building is <br />being considered. The height of this may exceed the code requirements, but would <br />certainly be something that could be allowed through the PUD process, since enhanced <br />architectural interest would benefit the public. <br /> <br /> <br />
