September 2021 Work Session discussion <br />o Same Proposal as August <br /> October 13, 2021 City Council Meeting <br />o Same Proposal as July and August, but with updated net cost estimate of <br />$20k after more careful consideration of benefit costs. <br />o City Council Authorizes advertising for the position <br /> December 2021 City Council Meeting <br />o 2022 Budget is Approved with <br />Additional $60k in net new wagesand benefits <br /> $20k less in contingency <br /> $20k less in professional services <br /> For a net of $20k additional cost to budget <br /> January 2022 <br />o Hire is made within the approved salary range <br /> December 2022 <br />o 2023 Budget is set with no additional contingencies, professional services <br /> December 2023 <br />o 2024 Budget is set with no additional contingencies, professional services <br />The purpose of this detailed history is to refresh everyone’s memory of how this position <br />was funded and to demonstrate that we have not back peddled out of those cost offsets. <br />While none of the background information indicates an intent to lower overtime, through <br />this hire, staff still wished to explore the topic, given council’s concerns. In my role as the chief executive of the city staff and an advisor to <br />the City Council, I believe the amount of overtime being utilized is well within industry <br />norms and represents a healthy use of resources. To be certain that this view and <br />recommendation is in line with the philosophy and wishes of the City Council, I am <br />seeking further clarification on the overtime policy, moving forward. <br /> <br />
