The <br />property is challenging to develop Ï it has large areas of <br />scattered wetlands that make efficient development <br />difficult. They have applied for a planned unit development <br />(PUD) to allow smaller lots along a single cul-de-sac street. <br />The plan was shelved until now and they are re-applying for <br />preliminary plat and PUD approval. The plan being <br />considered now in 2024 is identical to the 2021 plan. <br />The property is zoned R-2 and guided LowDensity <br />Residential in the Comprehensive Plan. <br />PROCESS <br />The process and details of the code requirements are <br />summarized in the attached memorandum from City <br />Attorney Kurt Glaser from February 25, 2021. Those same <br />facts apply for this application. <br />In Centerville a PUD is processed as a conditional use permit <br />(CUP), with criteria in the code for reviewing a PUD, <br />discussed below. City standards can be modified within a <br />PUD if there are conditions that warrant it, which there are <br />for this property and this project, with the following <br />comparison to the R-2 zoning standards: <br /> <br />
