April 2, 2024 <br />Centerville Planning & Zoning Commission <br />Page 4 of 5 <br />RE: CUP for PUD Development Plan, Preliminary Plat Ï Peltier Estates <br />ENGINEERING ISSUES <br />The plans were reviewed and approved in concept by the City Engineer previously in 2021 relative <br />to grading, drainage, stormwater management, street design, and provision of City utilities. The <br />current proposal will follow those plans and is acceptable. <br />RECOMMENDATION <br />I recommend that the Planning & Zoning Commission recommend approval of the PUD Concept <br />Plan and Preliminary Plat for Peltier Estates as submitted with the following conditions and findings <br />of fact: <br />Conditions of Approval of the PUD Concept Plan and Preliminary Plat <br />1)The final plat will be reviewed and approved by the City Engineer and City Attorney and <br />will follow the approved preliminary plat unless City staff determines that any changes are <br />not significant deviations from the preliminary approval. <br />2)Grading, utility, and other plans will be reviewed and approved by City staff prior to <br />issuance of permits for the project. <br />3)The right-of-way for Peltier Court will be dedicated to the City. <br />4)A 20-foot-wide trail easement will be recorded with the County in favor of the City for the <br />trail connection as shown in PlannerÔs report of April 2, 2024, to be reviewed and approved <br />by the City Attorney and City Engineer. <br />Findings of Fact for Approval of PUD Concept Plan and Preliminary Plat <br />th <br />1)The property at 7357 20 Avenue (the ÑPropertyÒ) is owned by the BMR Family Limited <br />Partnership, consisting of approximately 18.7 acres. <br />2)The Property is zoned R-2 Single Family Residential. <br />3)Sharper Homes, Inc. has applied for Planned Unit Development (PUD) Concept Plan <br />approval and preliminary plat for Peltier Estates for a residential subdivision of 24 home lots. <br />4)The proposed plat for Peltier Estates consists of 25 lots in one block Ï 24 lots for single family <br />homes and a common lot encompassing wetlands and common area under a drainage <br />and utility easement. <br />5)The proposed plat is a unified treatment of the property resulting in an overall density of <br />tely 1.3 units per acre <br />approxima. <br />6)The proposed plan satisfies the standards for approval of a CUP for PUD Concept Plan in <br />Section 156.210 of the Centerville Zoning Code. <br /> <br />
