City of Centerville <br />City Council Meeting Minutes <br />March 13, 2024 <br /> <br />IX. NEW BUSINESS <br /> <br />1. Zoning Code Changes (First Reading) – Chapter 156 Table of Allowed Uses <br /> <br />Administrator Statz provided the Council with a brief review of the Request for Council Action as included <br />in the packet. He did state that the modifications were typographical and slight modifications in nature <br />and had the possibility of affecting submitted requests in the future. He reported that nothing was <br />imminent to warrant only one reading. <br /> <br />No action was taken. <br /> <br />2. Res. #24-XXX – Voicing Opposition to Proposed Legislation Preempting Local Zoning <br /> <br />Administrator Statz reported that he, Mayor Love , Council Member Taylor and Jr. Council Member <br />Sauber attended the recent City Day on the Hill and had an opportunity to speak with Centerville <br />legislative representatives regarding upcoming initiatives with this being one that is being brought <br />forward. He stated that this bill has bipartisan support and will have wide effects on governing our city. <br />He stated that this is a response to the housing crisis. <br /> <br />Discussion ensued regarding Representative Engen was very supportive, and both legislators stated that <br />they can attempt to modify the proposed legislation (i.e., sizes of homes, size of lots, but not parking and <br />other items). Administrator Statz stated that Senator Gustafson shows empathy to the cities. However, <br />she is hearing from labor groups regarding jobs, construction costs, interest rates and how to find a place <br />in the middle. Discussion ensued regarding modification to the language contained in the resolution and <br />a suggestion to address aging housing stock versus a community which has many new homes. Council <br />Member Mosher suggested that contact information for both Rep. Engen and Senator Gustafson, along <br />with County Commissioner Reinhart to be placed on our website. They discussed the urgency of <br />forwarding the opposition as it is being heard at this time. Council Member Taylor requested a revision <br />be made to the resolution encapsulating removal of aging housing stock in Centerville as this stock, versus <br />new, would allow more affordable options for owners. Jr. Council Member Sauber expressed that it was <br />important to forward the City’s opinions, felt that there were other ways to provide housing stock without <br />removing local zoning authority. Mayor Love stated that Senator Gustafson stated that she does listen to <br />the League of MN Cities regarding legislation. <br /> <br />Administrator Statz incorporated the following language per Council Member Taylor’s request: adding <br />“especially in cities like Centerville with aging housing stock,” between “negative consequences,” and <br />“incentivizing the razing of existing,” in the fourth “Whereas” of the resolution. He read the new <br />language. <br /> <br />Motion by Council Member Taylor, seconded by Council Member Sweeney to Approve Res. #24- <br />005 – Voicing Opposition to Proposed Legislation Preempting Local Zoning with the inclusion of <br />the amended language.
