* Maximum carryover for all employees will follow the IUOE bargaining agreement. <br />Accrual While Using: Full-time employees using earned PTO/ESST shall be considered <br />to be working for the purpose of accumulating additional PTO/ESST. <br />Accrual for Part-time, Seasonal, and Temporary Employees: <br />The accrual rate for part-time/seasonal/temporary employees will accrual PTO/ESST at a <br />rate of .0333 per hour or 1 hour per 30 hours worked- <br />PTO/ESST will be paid at the same hourly rate an employee earns when they are <br />working and at least minimum wage. Paid PTO/ESST hours will not count as hours <br />worked for the purposes of any overtime calculation. <br />8.3 Requirements <br />Except where not required by state law, time off using PTO/ESST must be requested with <br />as much advance notice as possible. A request for time off must be entered on the city <br />time off calendar which is provided in Outlook. The employee will need authorization from <br />the employee's Supervisor or City Administrator to receive approval for the time off. <br />Employees are not allowed to borrow against PTO/ESST that has not been accrued <br />unless prior supervisor approval is obtained. Once an employee has exhausted these <br />benefits, the employee may be allowed to take unpaid leave at the City's discretion. <br />8.4 ADMINISTRATION OF PERSONAL TIME OFF <br />To administer the PTO/ESST program fairly, the following policies and guidelines have <br />been established: <br />• Employees should submit a Time Off Request to their supervisors indicating <br />requested dates for time off and the type of Personal Time Off that is being <br />requested. This request should also be used related to time off for jury duty and/or <br />bereavement. <br />• Supervisors have the discretion to approve or deny PTO/ESST requests based on <br />operational needs. Exceptions to this would include approved state and federal <br />leaves of absences and paid sick and safe time provided under a mandatory sick <br />and safe time leave law. <br />• The Employee requesting the PTO/ESST shall enter their absence on the staff - <br />wide PTO/ESST calendar so that all staff may be able to see who is working and <br />who is not on a particular day. <br />• An authorized City holiday which falls on a normal business day during an <br />employee's PTO/ESST is not counted as a day of PTO/ESST. <br />• Choice of PTO/ESST dates, if there is a conflict, is determined by length of service <br />with the city. Exceptions to this would include approved state and federal leaves of <br />absences and paid sick and safe time provided under a mandatory sick and safe <br />time leave law. <br />Page 17 of 60 <br />
