1.3 Authority Rights: The City reserves the right to operate and manage its affairs in all <br />respects in accordance with existing and future laws and regulations. These rights shall <br />specifically include, but not be limited to, the right to adopt, amend, repeal, interpret or <br />terminate the personnel policy and work rules without prior notice. The City reserves the <br />right to make these changes retroactive or prospective. Amendments shall be effective <br />on the day of adoption unless a different date is specified. The City further reserves the <br />right to make reasonable variations to this policy where the City Council determines that a <br />strict and literal application of the policy would cause undue hardship on the City, its <br />Employees, or an individual Employee. <br />Interpretation: The City Administrator shall make an initial interpretation of these <br />policies or decision on items not covered within these policies and such interpretation will <br />be binding unless modified or overturned by the City Council. This policy supersedes any <br />prior policies, representations or understandings and shall be subject to all applicable <br />State and Federal Laws, as well as City Ordinances. <br />1.4 Equal Opportunity Employer <br />Non -Discrimination: The City of Centerville strives to provide full and equal <br />opportunities for every person in all areas related to employment, training, promotion, and <br />compensation. DEFINITIONS <br />The following words and terms shall have the meaning as defined herein, unless the <br />context indicates otherwise. <br />Absent Without Leave: Any absence of an Employee from duty including any absence <br />for a single day or part of a day that is not authorized by a specific leave of absence or <br />time off under the provisions of this policy. <br />Anniversary Date: The month and day of initial hiring or promotion of a regular full-time <br />or regular part-time Employee. <br />Appointing Authority: The City Council or City Officer to whom the Council has <br />delegated authority to appoint personnel. <br />Benefits: Privileges or other compensation granted to Employees in the form of leaves <br />of absence, insurance, or pay received in lieu of accrued leave upon termination of <br />employment. <br />City: The City of Centerville. <br />City Administrator: The City Administrator of the City of Centerville. <br />Page 2 of 60 <br />
