telephones, voice mail, fax machines, external electronic bulletin boards, on-line services, <br />and the internet. <br />Public Property: The City encourages the use of these media and associated services <br />because they make communication more efficient and effective, and because they are <br />valuable sources of information. However, electronic media, data, and services provided <br />by the City are City owned and publicly funded, and their purpose is to facilitate City <br />business. The City Council authorizes the use of the internet and on-line services for the <br />support of all City tasks. The use of the Internet is public and a privilege, not a right, and <br />may be revoked at any time for unacceptable use. <br />Procedures: With the rapidly changing nature of electronic media, and the "netiquette" <br />which is developing among users of external on-line services and the Internet, this policy <br />cannot lay down rules to cover every possible situation. Instead, it expresses the City's <br />philosophy and sets forth general principles to be applied to the use of electronic media, <br />data, and services. <br />The following procedures apply to all electronic media, data, and services, which are: <br />A) Accessed on or from City premises. <br />B) Accessed using City computer equipment, or via City -paid access methods. <br />C) Used in a manner that identifies the individual with the City. <br />22.2 Authorization <br />An Employee must sign a statement acknowledging that they have read, understand, and <br />agree to comply with the Metro-INET Acceptable Use Policy. No Employee will be <br />authorized to use electronic media or services until they have signed the appropriate <br />statement and returned it to the Personnel Office. See Appendix C for the current version. <br />23. CELLULAR PHONE USAGE POLICY <br />23.1 Application <br />General: This policy is intended to regulate the use of City -owned cellular phones and <br />defines acceptable and unacceptable uses of city issued cellular telephones. Its <br />application is to ensure cellular phone usage is consistent with the best interests of the <br />city without unnecessary restriction of employees in the conduct of their duties. <br />This policy will be implemented to prevent the improper use or abuse of cellular phones <br />and to ensure city employees exercise the highest standards of propriety in their use. <br />Scope: This policy will apply to all City Employees using or having access to City -owned <br />cellular phones. <br />Page 42 of 60 <br />
