Confidentiality: The information obtained during the screening shall be treated in the <br />same manner as confidential medical records under the Minnesota Data Practices Act <br />and HIPAA regulations. <br />Exam: A licensed laboratory or medical facility designated by the City shall conduct the <br />screening. The City shall pay the cost of the exam. The physician shall notify the City <br />Administrator whether a candidate has successfully passed the screening with no <br />evidence of illicit drugs or alcohol detected in samples provided. <br />Notification of Results: The City Administrator shall inform the candidates of the results <br />of their examination. If a candidate is rejected for employment based on the results, he or <br />she shall be notified of this determination and may request further explanation from the <br />testing facility. <br />26.1 Employee Action Committee <br />Authority: The City of Centerville promotes an environment in which positive working <br />relationships can be formed and fostered through social interaction and Employees can be <br />recognized for their contributions. For these purposes, Employees are allowed to form an <br />Employee Action Committee, with a minimum of three (3) and a maximum of five (5) members to <br />be appointed by the City Administrator. Members of the Committee will elect officers and be <br />responsible for structuring bylaws and operating rules for the Committee, which will be reviewed <br />and approved by the City Administrator. Committee members are authorized to use up to one <br />(1) hour of work time per month for Committee business. <br />Employee Recognition and Appreciation: The City Council will designate an amount in <br />its annual budget to be used by the Committee for Employee recognition and appreciation <br />events. The Committee may consider selecting Employees for awards in areas such as <br />longevity, teamwork, innovation, above and beyond, leadership, exceptional customer <br />service, spirit, etc. Awards will consist of plaques or functional items such as clocks or <br />pen/pencil sets or City merchandise (i.e. sweatshirt/hat) and will be of nominal value. Meals <br />served at award ceremonies will be of nominal value and will not include the purchase of <br />alcoholic beverages. See Appendix D. <br />27. NON-DISCRIMINATION POLICY <br />General: The City of Centerville is committed to a policy of non-discrimination with regard <br />to race, color, creed, religion, age, national origin, gender, sexual orientation, marital status, <br />public assistance status, or disability. <br />Definition: Discrimination is defined as any overt or covert behavior that excludes access <br />to, admission to, full utilization of, or benefit from any public service because of race, color, <br />creed, religion, gender, age, national origin, sexual orientation, marital status, veteran <br />status, age, public assistance status, or disability. <br />Page 45 of 60 <br />
