tǒĬƌźĭ /ƚƒƒĻƓƷƭ ƚƓ ЊЏБА ĻƭƷǝźĻǞ {ƷƩĻĻƷ Α \[ğ\[ƚƓķĻ tƩƚƦƚƭğƌ <br />ağƩĭŷ ЋЎͲ ЋЉЋЍͲ ЊААБ 5ǒƦƩĻ wƚğķ Α aźƉĻ Comstock <br />Ч\]ŗŗċ϶EƚđŏijŏĩϽ϶ <br />After reading about the 1687 St. Development Proposal, I have 2 major concerns about a <br />large apartment (up to 100 unit) building being built next to an elementary school. <br />-¨\[E°Ñ϶ijŹ϶Њͭϼ϶f϶ċŗŏЪƂ϶ăđňijđƚđ϶ƂİêƂ϶ijƂЪŹ϶ê smart idea or safe to put a large apartment <br />building right next to an elementary school. <br />p ÑŗƇϽ϶Ƃİđ϶ăƇijňċđŵϽ϶êŏċ϶ċđƚđňŗŲđŵ϶ċŗŏЪƂ϶İêve any idea of the people that will <br />live or visit there along with knowing their backgrounds. That is a risk and <br />safety issue to a neighborhood where kids walk to school and feel safe in <br />Centerville. <br />-The property has a single residence on it and you want to put 100 apartments in an <br />area where traic is already bad and you want to make it worse. <br />-Have traic studies been made where the oncoming and entering traic comes to <br />and from? <br />-Are traic lights going to be added at the intersection of main & Centerville <br />Road? Additional turn lanes or cross-walks? <br />-It appears from the cite plan that cars will be able to drive thru the school parking <br />lot, which raises safety concerns for students, faculty, and parents. <br />-My children are grown and have moved, but I would be VERY upset if an apartment <br />complex was built next to the school if they were still attending Centerville <br />Elementary. <br />The 2 nd item I have concerns about is using Tax increment ǎ nancing of a large luxury <br />apartment building. <br />-If this project is labeled as a luxury apartment building, why do the citizens of <br />Centerville need to subsidize the project? <br />p When I moved into Centerville over 20 years ago, the Minneapolis Tribune <br />has a headline describing Centerville as having the highest property taxes <br />per capita in the state of MN. By not collecting taxes, you are increasing the <br />burden on the local tax payers by more than a fair amount. <br />-Maybe the developer should give the City of Centerville a % of ownership of the <br />property as a concession if the city is helping pay for the project? <br />In the end, I feel that the City of Centerville has not looked at what is really important in this <br />project! Whether it be from a ǎ ŏêŏąijêň϶ŹƂêŏċŲŗijŏƂ϶ŗŵ϶ŹêĨđƂƢ϶ŹƂêŏċŲŗijŏƂϼ϶f϶ċŗŏЪƂ϶Ĩđđň϶ƂİêƂ϶ijƂЪŹ <br />a good idea for the safety of children that live in my neighborhood or the ǎ nancial future of <br />the residents as Centerville tax payers who all ready pay a very high propoerty tax rate to <br />allow this to move forward. <br />Thank you and I look forward to hearing answers to some of my concerns. <br />Mike Comstock <br /> <br />
