A traic study may help shed some light on where traic is coming from, but that <br />information is tough to get with any speci ǎ city. Certainly, the 850 lot development in Lino <br />Lakes on our side of the freeway is a contributor, as well as growth in Blaine, Hugo, Lino <br />Lakes and other surrounding areas. <br />& Centerville <br />-Are traic lights going to be added at the intersection of main <br />Road? Additional turn lanes or cross-walks? The need (or not) for these elements will be <br />examined by a traic study. <br />-It appears from the cite plan that cars will be able to drive thru the school parking lot, which <br />raises safety concerns for students, faculty, and parents. I would like to take a closer look <br />at that issue with you. Certainly, the intent is for the development to use Centerville Road <br />to get to and from the building. <br />-My children are grown and have moved, but I would be VERY upset if an apartment complex <br />was built next to the school if they were still attending Centerville Elementary. We would <br />like to better understand why this would make you upset. <br />nd <br />The 2 item I have concerns about is using Tax increment ǎ nancing of a large luxury apartment <br />building. <br />-If this project is labeled as a luxury apartment building, why do the citizens of Centerville <br />need to subsidize the project? fĨ϶ê϶ЧŹƇăŹijċƢШ϶ijŹ϶ŏđđċđċϽ϶ijƂ϶Ɯijňň϶ăđ϶ăđąêƇŹđ϶Ƃİđ϶ŲŵŗŁđąƂ϶ƜŗƇňċ <br />not be viable in the current market conditions. The city is not under any obligation to oer <br />TIF. A choice to do so is a strategic decision to spur economic development in the <br />downtown area, which has seen a lack of investment in the last 20+ years. <br />p When I moved into Centerville over 20 years ago, the Minneapolis Tribune has a <br />headline describing Centerville as having the highest property taxes per capita in <br />the state of MN. By not collecting taxes, you are increasing the burden on the local <br />tax payers by more than a fair amount. Centerville no longer has the highest taxes <br />per capita or highest tax rate in the state, or even in the county. We are squarely in <br />the middle of those two categories and trending in the right direction. If the Council <br />elects to use TIF, it will likely be based on the idea that any burden on existing tax <br />payers is oset by the bene ǎ ts of a new project, such as supplying a continuum of <br />housing options, spurring surrounding development and adding future tax base. <br />-Maybe the developer should give the City of Centerville a % of ownership of the property as <br />a concession if the city is helping pay for the project?϶fЪŎ϶ŏŗƂ϶êƜêŵđ϶ŗĨ϶ê϶Źąđŏêŵijŗ϶Ɯİijąİ <br />would allow this to be a part of the project agreement. <br />In the end, I feel that the City of Centerville has not looked at what is really important in this <br />project! Whether it be from a ǎ ŏêŏąijêň϶ŹƂêŏċŲŗijŏƂ϶ŗŵ϶ŹêĨđƂƢ϶ŹƂêŏċŲŗijŏƂϼ϶϶f϶ċŗŏЪƂ϶Ĩđđň϶ƂİêƂ϶ijƂЪŹ϶ê϶ĩŗŗċ϶ <br />idea for the safety of children that live in my neighborhood or the ǎ nancial future of the residents as <br />Centerville tax payers who all ready pay a very high propoerty tax rate to allow this to move forward. <br />Thank you and I look forward to hearing answers to some of my concerns. <br />Thanks again for sharing your comments.
