My
responses below are enumerated to match your questions:
1.The city held an open house town hall meeting on March 25 as an informal opportunity
to offer comment directly to council, staff and the developer. A formal public hearing on
the Preliminary Plat and Planned Unit Development (PUD) is scheduled for May 7 at 6:30
PM at the St. Gene's Community Center. This hearing will be the primary opportunity for
you to offer public comment. As always, your comments can be made directly to staff,
council or planning commissioners via email or phone.
2.If the city moves forward with an offer of Tax Increment Financing (TIF), there will be a
separate public hearing for that as well. That hearing has yet to be scheduled, but is likely
to be sometime in June, at a City Council meeting.
3.In 2008, the City's Comprehensive Plan was adopted with the Future Land Use Plan
showing the LaLonde property as "CBD/Mixed Use". The re-zoning of the LaLonde
property from R-2 (Single Family Residential) to M-2 (Mixed Use) took place with
Ordinance #48, in 2011. The 1997 Comprehensive Plan guided the property for "Single
Family Residential". Zoning maps prior to 2011 show the property as "R-2" which is a
Single Family Residential zoning district. It's likely that the change in 2008's comp plan
was precipitated by the Downtown Master Plan, which was adopted in 2006. While I can
appreciate your perspective on the plan, it was something which was put together after
several years worth of public input, involving a steering committee made up of a number of
citizens at large. The city Council did revisit that plan in 2020, making some minor changes
and readopting it as the guiding document for our Mixed Use Districts.
