Item 3 of the scope of services specifies up to <br />13 hours off traffic counts to be collected. That seems like a very small sample. Do you <br />know why it is so small or how they keep that from leading to an erroneous projections? <br />> <br />> Thanks, Jim Carciofini. <br /> ------ <br />Dear Mayor, City Council, and Planning & Zoning Commission Members: <br />We, Jim & Heather Carciofini, moved to 1652 Lakeland Circle in the Lakeland Hills <br />development in 1998. We will be directly affected by the apartment complex proposed for <br />the LaLonde property, and we strongly oppose many aspects of the plan. <br />Firstly, we were quite surprise£ ³® «¤ ± ³§ ³ ³§¤ ¯±®¯¤±³¸ ¨² ¹®¤£ ȏ-Α ȃ $®¶³®¶ -¨·¤£ <br />5²¤ .¤¨¦§¡®±§®®£ $¨²³±¨¢³ǾȐ ² ³§ ³ ¯±®¯¤±³¸ and adjacent properties have been occupied <br /> ² ²¨¦«¤ȃ¥ ¬¨«¸ ±¤²¨£¤³¨ « ¥®± ³§¤ ΑΕ ¸¤ ±² ¶¤Ȍµ¤ «¨µ¤£ ¨ #¤³¤±µ¨««¤ȁ 7¤ £®Ȍ³ ª®¶ <br />precisely when the zoning changed, but we feel it was a mistake to rezone prime lake-view <br />property away from single-family residential. Perhaps this decision was made during the <br />creation of the Downtown Master Plan in 2006. We have recently read that Plan and <br />seriously wonder whether the stated goals truly reflect the priorities of Centerville <br />residents; they are certainly not aligned with ours. Perhaps it is time to revisit that plan. <br />> <br />> The apartment complex that is currently proposed for the LaLonde property will have a <br />significant negative impact on our home and yard and our enjoyment thereof. We are very <br />concerned about the height of the proposed building. It appears that on the north side, <br />which will run the entire length of our backyard, the building will be at least 4 stories high <br />(parking level plus 3 living levels). While we do enjoy a wooded backyard, we can easily see <br />through the vegetation to the LaLonde property from our house, patio and decks. We have <br />great concern about lighting, both exterior and interior, which would be very disruptive for <br />us, and we worry about the potential for constant noise emanating from rooftop HVAC <br />units, should those be a component of design. Not only will this massive building loom over <br />our property, but it will become the prominent structure visible from most of Centerville <br />Lake. Apartment buildings are no³ ¶§ ³ ¯±®¬¯³¤£ ´² ȟ ®±Ǿ ¶¤ ²´²¯¤¢³Ǿ ¬ ¸ ®³§¤±² ȟ ³® <br />make Centerville our home. We very strongly urge you to explore other housing options for <br />this development. Single-family homes would be far less intrusive and more cohesive with <br />the neighborhood. <br />Lastly, we do not believe that Tax Increment Financing (TIF) is an appropriate mechanism <br />¥®± ³§¨² ¯±®©¤¢³ȁ !² ¶¤Ȍ±¤ ¢¤±³ ¨ ¸®´ ±¤ aware, TIF is intended to encourage the <br />development of land that, for any number of reasons, would not otherwise be developed. <br />According to Minnesota law, the ¬®²³ ¡ ²¨¢ ȏ¡´³ȃ¥®±Ȑ ¥¨£¨¦ ±¤quired before approval of a <br />4)& ¯« ¨² ³§ ³ ȏ4§¤ £¤µ¤«®¯¬¤³ ¶®´«£ ®³ happen solely through private investment in <br /> <br />
