<br />April 30, 2024 <br /> <br />Dawn Kalina <br />Commissioner, Planning and Zoning Commission <br />Centerville, MN 55038 <br /> <br />Dear Commissioner Kalina: <br />I am a resident of Centerville and am wring to express my concerns about the LaLonde <br />development proposal. <br />First o, I want to thank you for your service to Centerville in this important capacity. Since I ŋ rst <br />read about the LaLonde proposal, I have been trying to learn all I can. And one thing is very <br />clear, Planning and Zoning Commission members have a big job with all the current and <br />proposed development in our city. You make decisions that have a huge impact on the quality of <br />life for residents in Centerville. <br />When my family and I moved to this community 17 years ago, we were drawn to the lakes, <br />ƦğƩƉƭͲ ğƓķ ƷƩğźƌƭ ğƓķ ƷŷĻ ĭźƷǤ͸ƭ ƒğƭƷĻƩ ƦƌğƓ ĭƌźƓĭŷĻķ ƷŷĻ ķĻğƌ ŅƚƩ ǒƭ͵ ‘Ļ ƌƚǝĻķ ƷŷĻ ŅƚƩǞğƩķΏ <br />looking design of a pedestrian-friendly downtown populated by mixed residenal buildings and <br />retail that might include a bakery, gi shops, anque stores, a brew-pub or wine bar, and <br />restaurants with outdoor dining. <br />I understand that the master plan has been revised since 2006 and early plans for ŋ rst-level <br />retail and second-level residences have been eliminated, which is disappoinng. I also <br />understand that the LaLonde property was rezoned to mixed use. While the current mixed-use <br />ĭƚƩƩźķƚƩ ǩƚƓźƓŭ ğƌƌƚǞƭ ŅƚƩ ğ ŷźŭŷΏķĻƓƭźƷǤ ķĻǝĻƌƚƦƒĻƓƷ ƚƓ ƷŷğƷ ƦğƩĭĻƌͲ L͸ƒ ĭƚƓĭĻƩƓĻķ ƷŷğƷ ƷŷĻƩĻ <br />are some signi ŋ cant downsides to the plan. They include: <br />1)Size of the Development: LƷ ĭğƓ͸Ʒ ĬĻ ǒƓķĻƩĻƭmated that a 104-unit apartment building <br />is massive for our city. Original drawings in the master plan for high-density apartment <br />buildings were placed south of Main Street and east of Centerville Road and did not <br />include as many units in one building alone. <br />With the nature of the sloping land, this building will tower over Main Street and <br />Centerville Lake. It will be the ŋ rst thing residents see from any direcon entering <br />downtown Centerville. The 3-story maximum height for downtown buildings will appear <br />to be much higher viewed from Main Street, as the underground parking levels will be <br />visible from the base of the hill, exposing at least four levels. <br />My quesons include: <br /> <br />
