May 7, 2024 <br />Centerville Planning & Zoning Commission <br />Page 7 of 12 <br />RE: Ten Nineteen Development LLC, LaLonde Property, PUD Preliminary Development Plan <br />Neighborhood Context <br />The LaLonde site is next to Centerville Elementary School. Interaction of the project’s residents and <br />traffic with the school site is to be considered in the CUP. We encourage and expect appropriate <br />behavior near the school. <br />The project site also abuts the large, wooded back yards of single family residences to the north. <br />Appropriate setbacks and screening are to be considered. <br />Plat <br />The property will be platted into two lots – Lot 1 and Lot 2, Block 1 of LaLonde First Addition. Lot 2 <br />encompasses the existing buildings on site and the footprint of the proposed apartment building; <br />Lot 1 is the remainder of the property: <br />Lot 1 Block 1 88,281 sq ft 2.025 acres <br />Lot 2 Block 1 37,712 sq ft 0.865 acre <br />Total 125,993 sq ft 2.890 acres <br />Engineering <br />Engineering site issues are addressed in a separate memo from the City Engineer. <br />RECOMMENDATION <br />I recommend that the Planning & Zoning Commission recommend approval of the Conditional <br />Use Permit for the Planned Unit Development for the Centerville Apartment project as described <br />and illustrated on the following: <br />Narrative from Ebert Companies received 4-19-2024; <br />Plans from Moore Engineering Inc. dated 4-2-2024; <br />Building plans from Momentum Design Group dated 3-25-2024; <br />Lighting plan from Davis and Associates dated 4-3-2024; <br />Traffic study from TC^2 dated 4-25-2024; <br />With the following conditions and findings: <br />Conditions for Approval <br /> <br />1)The design of the building façade will be revised to include additional details that evoke <br />historic French-Canadian architecture, to be reviewed and approved by the City Planner <br />and City Engineer. <br />2)The lower level of the west façade of the building will be revised to include more <br />architectural detailing instead of a blank decorative block wall, to be reviewed and <br />approved by the City Planner and City Engineer. <br /> <br />
