May 7, 2024 <br />Centerville Planning & Zoning Commission <br />Page 10 of 12 <br />RE: Ten Nineteen Development LLC, LaLonde Property, PUD Preliminary Development Plan <br />Findings of Fact for Approval <br />1)The Estate of William J. LaLonde owns the property at 1687 Westview Street, legally <br />described now as in Lot 4, Auditor’s Subdivision 48 Revised, being a part of the NW ¼ of <br />Section 23, Township 31, Range 22, Anoka County, Minnesota; described by Anoka County <br />with PID 23-31-22-22-0003. The property is being replatted with this approval as Lot 1 and <br />Lot 2 Block 1 of LaLonde First Addition. <br />2)Ten Nineteen Development LLC has proposed a 104-unit apartment project on the <br />property, consisting of a three-story apartment building with a level of parking underneath <br />the building for 110 cars and a surface parking lot of 56 spaces. <br />3)The project is proposed as a Conditional Use Permit for a Planned Unit Development under <br />the standards and processes in the Centerville Zoning Code. <br />4)The project as conditioned meets the M-2 zoning district standards in Section156.052, the <br />standards for approving a Conditional Use Permit in Section 156.210, and the standards for <br />approving a Planned Unit Development in Section 156.252(A). <br />5)The project is in close proximity to Centerville Elementary School. Safety of the students and <br />school-related traffic are critical issues for the school and the community. It is important to <br />create a safe area in the vicinity of the school. Residents and visitors to the project site must <br />travel along the same route as pedestrians, bicycles, bus traffic, and other traffic accessing <br />the school. Traffic around the school is particularly busy at the beginning and end of each <br />school day and during school events. <br />6)The project will have many residents and guests on site who will reasonably have a desire to <br />walk, bike, or drive in the vicinity. <br />7)The project will be the first major development in Downtown Centerville and will be <br />expected to “reinforce and guide public/private investment in a manner that will strengthen <br />the viability of the area and recommend Downtown Centerville as a community destination <br />of the highest quality”, in the words of the Downtown Centerville Master Plan & Development <br />Guidelines. As such, the project must be clean, orderly, and well managed. <br />8)Main Street immediately adjacent to the west edge of the project site is a busy, high-traffic <br />roadway with no safe pedestrian crossing to Centerville Lake. The project will have views of <br />the lake, but no reasonable direct access. <br />60-DAY DEADLINE <br />The application was submitted April 5, 2024. The deadline for final action by the City is June 5, <br />2024, unless extended by the City an additional 60 days if more time is needed, as permitted <br />under Minnesota statute 15.99. <br /> <br />
