LaLonde Development Traffic Study May 1, 2024 <br /> Page 10 <br />Potential Mitigation Alternatives <br />To understand how potential infrastructure or traffic control changes would impact overall area options, <br />the following three alternatives for the Main Street (CR 14) and Centerville Road (CR 21) intersection <br />were reviewed. <br />a)Alternative A: Westbound Right-Turn Lane <br />b)Alternative B: Traffic Signal <br />c)Alternative C: Mini-Roundabout <br />To illustrate the operational difference of the potential mitigation alternatives, an additional year 2027 <br />Phase 2 Build condition intersection capacity analysis was completed. Results of the alternative capacity <br />analysis, shown in Table 4, indicates that each alternative would improve operations, but to varying <br />degrees. With Alternative A, the addition of a westbound right-turn lane helps reduce the westbound <br />queuing along Main Street, but queues will continue to extend beyond Progress Road and impact <br />access. With Alternative B, the addition of a traffic signal improves operations and reduces westbound <br />queues during the peak 15-minute period, which helps improve operations at Progress Road by creating <br />additional gaps in the Main Street (CR 14) traffic flow. With Alternative C, the addition of a roundabout <br />provides the best overall operations at the Main Street (CR 14) and Centerville Road (CR 21) intersection <br />and limits queues from extending to Progress Road. Note that a preliminary signal warrant analysis was completed, <br />which indicates that under existing conditions, current volumes are near the threshold for meeting <br />multiple warrants. Therefore, based on this evaluation, it appears that as area traffic volumes continue <br />to increase, regardless of the proposed development (i.e., background growth only), that improvements <br />at the Main Street (CR 14) and Centerville Road (CR 21) will likely be needed within the next 3- to <br />5-years. The addition of the proposed development, depending on the development phase, has the <br />potential to move the potential need timeline sooner (i.e., particularly Phase 2). Thus, further <br />coordination with area agencies should occur to determine the level of mitigation (if any) and the <br />approximate timeline for implementation. <br /> <br />
