LaLonde Development Traffic Study May 1, 2024 <br /> Page 11 <br />SITE PLAN / OTHER CONSIDERATIONS <br />A review of the proposed site plan does not indicate any major issues. However, the following items are <br />offered for further consideration between the City and/or project team. <br />Locate signage and landscaping to avoid creating any sight distance issues. <br />Review truck maneuverability to limit potential internal circulation conflicts. <br />Install a cul-de-sac at the intersection between Centerville Road and Westview Street to help <br />facilitate winter maintenance and relocate the multiuse trail to outside of the cul-de-sac/roadway to <br />reduce potential conflicts. <br />If / when Phase 2 is developed, align the parking lot access to Centerville Road directly across from <br />the Centerville Elementary School access. <br />Depending on the potential mitigation, consider changing the Progress Road / Centerville <br />Elementary School Access to right-in / right-out or three-quarter access to improve safety. <br />CONCLUSIONS <br />Based on the findings of the study, the following conclusions are offered for consideration. <br />1)All study intersections and approaches currently operate at an acceptable LOS C or better during <br />the typical weekday a.m. and p.m. peak hours, including the peak 15-minute pick-up / drop-off <br />periods associated with the adjacent Centerville Elementary School. <br />a.Existing queues are generally maintained within the current turn lanes provided within the study <br />area although the westbound through lane queues along Main Street (CR 14) extend to Progress <br />Road approximately five (5) percent of the p.m. peak hour. <br />2)The project is a 3-story 104-unit multifamily apartment building that would replace an existing single- <br />family home (referred to as Phase 1). There is the potential for a future second phase of the <br />development that was assumed to include a 6,000 square foot restaurant and a 10,000 square foot <br />strip retail plaza. <br />3)Traffic forecasts were developed for year 2027 Phase 1 and Phase 2 build conditions, which <br />included a two (2) percent annual background growth and trip generation from the proposed <br />development (for each phase). <br />a.Phase 1 of the proposed development is estimated to generate 55 a.m. peak hour, 65 p.m. peak <br />hour, and 742 daily trips. <br />b.After completion of Phase 2 of the proposed development, the overall site is estimated to <br />generate a total of 120 a.m. peak hour, 167 p.m. peak hour, and 1,732 daily trips. <br />4)Key takeaways from the future year 2027 capacity analysis, include: <br />a.Under Phase 1 build conditions, all intersections and approaches are expected to continue to <br />operate at an acceptable LOS C or better during the typical weekday a.m. and p.m. peak hours, <br />although the westbound movement along Main Street (CR 14) at Centerville Road (CR 21) is <br />expected to operate at LOS E during the p.m. peak 15-minute period. <br /> <br />
