City of Centerville <br />City Council Meeting Minutes <br />March 27, 2024 <br />high-efficiency boiler. He stated that Public Works Director Palzer was present to answer any <br />questions. <br /> <br />Numerous questions were asked regarding preventative maintenance, warranty period, maintenance <br />agreement, owner’s manuals, and draining of existing fluids for an additional $3,000 fee if determined to <br />be needed. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Taylor to Approve <br />the installation of a high-efficiency boiler at the Public Works site with the inclusion of draining <br />existing fluids if needed and not to Exceed $20,000. All in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Grant Application – Met Council Water Efficiency Grant Program <br /> <br />Administrator Statz stated that this grant/programs to save water and costs for residents has been around <br />for a number of years and the City would like to offer an opportunity to residents to participate in a <br />water conservation program while saving money on their water bills. He stated that typically individuals <br />that irrigate their lawn, set their irrigation system to operate 2-3 times per week which does not take into <br />account rain/moisture conditions. He reported that the smart irrigation controllers are tied into the <br />National Weather Service, and the price of the controllers have become more affordable. He stated that <br />other communities have purchased these in quantities, then sold them to their residents. He would prefer <br />not to just have one brand out in the community, allow residents to utilize their preferred contractor <br />along with their recommendations for a controller. He stated that he is proposing that the City’s <br />program offer a $150 rebate to residents who participate with the program being a first-come, first- <br />served program with an application form being submitted to the City for participation. <br /> <br />Discussion ensued regarding saving water was beneficial to the City, environment and citizens, <br />supportive of program and within the same grant would cover replacement of toilets, shower heads, <br />wash machines, dishwashers, 20% of population having irrigation systems where as toilets would <br />provide for more that may assist more of the population, Administrator Statz stated that maybe phase II <br />of this grant and be more prepared next year, an argument for irrigation/summer usage of water, <br />rewarding residents equally, providing educational information for water conservation, above ground <br />pool filling and not just sprinkler systems the cause of the heavy water usage during the summer months, <br />utilizing social media, website and mobile application to markets its availability. <br /> <br />Motion by Council Member Taylor, seconded by Council Member Mosher to Authorize <br />Submission of the Grant Application – Met. Council Water Efficiency Grant Program and the <br />City’s Application Process if awarded as submitted. All in favor. Motion carried. <br /> <br />Mayor Love thanked Public Works Director for his work on the program and being available to discuss <br />the item. <br /> <br />2. Cost Share Agreement – Rice Creek Watershed District, Centerville Lake Alum Treatment <br /> <br />Administrator Statz stated that the RCWD successfully awarded a grant to treat Centerville Lake with <br />Alum. He stated that it was a minimal match and that the Watershed was requesting that abutting /larger <br />portion property owners (i.e., City of Lino Lakes, Anoka County Parks and the City of Centerville) <br />Page 4 of 6 <br /> <br /> <br />
