City of Centerville <br />City Council Meeting Minutes <br />April 10, 2024 <br /> <br />Administrator Statz stated that this issue is very important, and the public has had numerous concerns <br />regarding the additional traffic that would occur with the proposed development. He stated that the study <br />would be required, and the developer would like to delay the study until the project is closer to being <br />approved. However, he has spoken with them and shown them the importance of completing it soon and <br />Staff is recommending that the city share in the fees associated with the study due increased traffic <br />throughout the area, proposed growth and not just from this proposed development. He felt that the study <br />could be completed by the May Public Hearing and the developer concurred with the shared cost. <br /> <br />Council Member Koski asked about the firm and why they were chosen. Administrator Statz stated that <br />the firm was familiar with the area and participated in the Amazon traffic study. Council Member Koski <br />felt that the contractor was familiar with the area and probably the best to complete this. Jr. Council <br />Member Sauber asked when it would be completed. Administrator Statz stated at the May 7, 2024, P & <br />Z Public Hearing meeting. Council Member Mosher asked about how many homes with Lino <br />th <br />developments up 20 and Administrator Statz stated that Watermark is 850 homes, NorthPointe, 250 <br />homes plus a 55+ apartment building, maybe an additional 200 to the south of Centerville and other <br />miscellaneous parcels that could be developed. Mayor Love stated that he was comfortable with the <br />contractor and the split as it was clear that the increased traffic would not just be caused due to this <br />development. <br /> <br />Motion by Council Member Koski, seconded by Council Member Sweeney to Approve the Traffic <br />Study by TC^2, LLC with a 50/50 cost share with the LaLonde Developer as presented. Roll Call: <br />Mayor Love, Council Members Sweeney, Mosher, Koski and Taylor. Motion carried. <br /> <br />4. Res. #24-0XX – Junior Council Member Program Compensation <br /> <br />Administrator Statz stated that this item was also previously discussed at the Work Session in March and <br />how the program and its compensation for the member going forward. Assistant City Administrator Lewis <br />finished presenting the item as Administrator Statz’ voice was failing. Assistant City Administrator Lewis <br />stated that the Jr. Council Member position has run for several years with compensation being the same a <br />Committee/Commission board members’ compensation of $50 per meeting. She stated that it was felt <br />that the language should be clarified and was in the submitted resolution. <br /> <br />She stated that program enhancements would be held/discussed at the end of the year. <br /> <br />Council Member Koski stated that the City of Centerville was the first city in the State to run a Jr. Council <br />Member Program, it was the concept of the Mayor’s and has been a very nice addition to Council. He <br />stated that it has provided another aspect of activism by a youth. He asked that City Assistant City <br />Administrator Lewis provide a recap of the program and she did. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Taylor to Adopt Res. #24-007 – <br />Junior Council Member Program Compensation as presented. Roll Call: Mayor Love, Council <br />Members Sweeney, Mosher, Koski and Taylor. Motion carried. <br /> <br />5. Joint Letter to Gov. & Leg. Re: “Missing Middle Housing Bills” <br /> <br />Administrator Statz stated that the Council had before them a two-page letter that was drafted by the City <br />of Ramsey addressed to the Governor and Legislators regarding pre-empting local zoning.
