City of Centerville <br />City Council Work Session & Meeting Minutes <br />April 24, 2024 <br />Council Member Mosher requested additional clarification stated that the period would be for two years. <br />Assistant City Administrator Lewis stated it would be a renewal for 2024 and then a price increase in <br />2025 of 5%, and he requested an additional quote. <br />All in favor. Motion carried. <br />5. Centerville Lions Donation to the Parks & Recreation Committee <br />Mayor Love thanked the organization for their generosity ($500) of presenting a check to him at the <br />Lions annual Cadillac Dinner recently. <br />Motion b% Council Member Taylor, seconded by Council Member Mosher to Acce,)t the Donation <br />of the Centerville Lions Club to the Parks & Recreation Committee in the Amount of $500. All in <br />favor. Motion carried. <br />6. Pre -Development Signage <br />Administrator Statz stated that the city had been approached by a resident to place a sign adjacent to an <br />upcoming Public Hearing regarding a proposed development. He felt that with the particular request, it <br />would be timely to consider a potential procedure going forward for similar projects. He had concerns <br />regarding a citizen group's creation of signage and its placement in a road right-of-way and the <br />possibility of many signs appearing in similar situations, who had authority, opinions, etc. He stated that <br />several City's place signage to draw attention to pending development with a date for public hearing and <br />a policy going forward for all developments. Administrator Statz stated that previously Council <br />discussed the legal requirement for mailed notice being 350' and whether Council wanted to increase the <br />mailed radius and Council chose not to. He stated that the city has made great strides with being <br />transparent, additional engagement opportunities, open house, etc. and he would not recommend this <br />procedure. <br />Discussion ensued regarding developer expense for signage, citizens placing signs, regulations for <br />placement of signage and property owner's permission, that the City of Blaine placing signage on <br />site/right-of-way, opinion signage within their yards must follow the regulations, the language being <br />clear/neutral/unbiased, city produced signage paid for by the developer if considered, the city has never <br />encountered this before, size requirements/restrictions, no issues with being aggressive with information <br />being placed on the City's social media venues as has occurred. <br />No motion was made with the item being discussion only. <br />X. COUNCILIADMINISTRATOR ANNOUNCEMENTS <br />1. Administrator/Engineer Report — Administrator Statz stated that his report was contained in <br />the packet and that he would be happy to address any questions from the Council. He provided <br />the Council with a brief review. <br />Assistant City Administrator Lewis reported that earlier in the week the Quad Area Chamber of <br />Commerce had held their quarterly breakfast and attendees received an update from the School <br />District on a 10-year plan for school facilities upgrades where there are receiving input from <br />groups and students, that they were adding a new Pathway offering of Health Sciences and <br />Page 6of8 <br />
