City of Centerville <br />Planning and Zoning Commission <br />October 10, 2023 <br /> <br />Administrator Statz also noted that if the rezoning is not approved then there is a possibility that <br />property owner might explore flipping the home as a single-family residence and if that happens it <br />may be difficult to enforce paving the driveway and remodeling the garage. <br /> <br />If the rezoning request is approved, however, the city will be able to enforce bringing everything <br />into compliance with the Zoning Code, including: the existing driveway, which would need to be <br />paved and the garage, which would need to be remodeled or torn down and rebuilt. <br /> <br />In both scenarios, the home will need to be brought up to comply with the International Building <br />Code. <br /> <br />th <br />Developer Bill Bergeson at 7353 20Ave N. addressed the Planning and Zoning Commission, <br />stating that they do extensive rehabilitation of homes, and that the product is something the city <br />will be proud of. Mr. Bergeson also stated that they keep their properties nice because it gets them <br />better renters. <br /> <br />Public Comments <br />Resident Frank Wilde at 7326 Deer Pass Dr commented about the following: <br /> Boundaries of the rezoning request within this R2 district – he wanted to know if the <br />rezoning request was for the parcel or for the R2 district surrounding the property. <br /> Configuration of the duplex – whether it would be side-side or up-and-down. <br /> The presence of a duplex in an area surrounded by single-family homes. He commented on <br />the standards for upkeep and maintenance in the neighborhood. <br /> Bicycle path at the end of the cul-de-sac on Deer Pass Dr. – he wanted to know if the path <br />would be extended through the property and if the trail would be private or public through <br />that area. <br /> <br />Administrator Statz noted that the bicycle path was originally stubbed to extend to other <br />neighborhoods so that residents could go up and through that new development on Brian Dr. and <br />th <br />out to the rest of the trail system without having to go out onto 20 Ave. <br /> <br />Resident Megan Olson at 7341 Deer Pass Dr. commented on the following: <br /> Increase in density from R2 to R2A – she received clarification from statements already <br />made; she was unsure what the density change would mean for the area. <br /> She received clarification that a road and several houses will not go up if the project falls <br />through; she was hoping for a single-family home to match the rest of the neighborhood. <br /> <br />Administrator Statz noted that a maximum of two duplexes, with the right configuration, is all that <br />could be on the property. He also clarified that the problems we’ve had with the property are from <br />a former homeowner, not a renter; further, the city has more regulatory control with rental <br />properties due to rental licenses, etc. <br /> <br />Resident Corrine Mitsch at 7307 Deer Pass Dr. provided the following comments: <br /> Commented on the poor condition of the property. <br /> <br />Motion by Commissioner Broussard-Vickers, seconded by Commissioner Krueger to close <br />th <br />the public hearing on the rezoning request of 7353 20 Ave. N.
