City of Centerville <br />Planning and Zoning Commission <br />October 10, 2023 <br /> <br />Motion by Commissioner Broussard-Vickers, seconded by Commissioner Thompson to <br />th <br />recommend approval of rezoning 7353 20 Ave. N. from R2 to R2A with the condition that <br />staff explore the possibility of obtaining a trail easement to connect the trail to the nineteen <br />(19) contiguous acres. All in favor. Motion carried. <br /> <br />2. Ordinance Review: <br />a. Native Landscapes <br /> <br />Chair Kuiper opened the public hearing and Administrator Statz introduced this item, noting a <br />change in state law that prohibits municipalities from outlawing managed native landscapes. The <br />city reviewed the nuisance ordinance and made a couple of changes to ensure we allow managed <br />natural landscapes. There were no public comments on this topic. <br /> <br />Motion by Commissioner Broussard-Vickers, seconded by Commissioner Olson to close the <br />public hearing on native landscapes. All in favor. Motion carried. <br /> <br />Motion by Commissioner Olson, seconded by Commissioner Krueger to recommend <br />approval of the revised ordinance on native landscapes. All in favor. Motion carried. <br /> <br />b. Accessory Structures on Vacant Lots <br />Chair Kuiper opened the public hearing, and Administrator Statz introduced the item, noting that <br />there are a few areas in town where vacant lots are owned by the same person that owns an <br />adjacent home. He added that we are seeking to allow play structures and other small structures. <br />Our city code currently prohibits accessory structures without the presence of a primary structure. <br />Discussion ensued about the proposed revisions as presented and the Commission proposed the <br />following revisions: <br /> <br /> Conditions 4,5,6 formatted to be subservient to condition 3. <br />o Remove 3b (formerly condition 5 since it this condition is the same as condition 16, <br />which is already part of the rules). After the renumbering, former condition 8 <br />becomes condition 4. <br /> Condition 7 (pertaining to the sale of the vacant lot …) be struck in its entirety. <br /> <br />Motion by Commissioner Olson, seconded by Commissioner Thompson to close the public <br />hearing on accessory structures and on vacant lots. All in favor. Motion carried. <br /> <br />Motion by Commissioner Thompson, seconded by Commissioner Broussard-Vickers to <br />recommend approval of the ordinance on accessory structures on vacant lots as presented <br />and amended. All in favor. Motion carried. <br /> <br />c. Medical Facilities <br />Chair Kuiper opened a public hearing, and Administrator Statz introduced this item as presented in <br />the packet, noting that the city is trying to establish guidelines and differentiate substance abuse <br />clinics from other uses on our table of allowed uses (Table 156-A). The ordinance places <br />substance abuse clinics in the M2 Zoning district with conditions. The Commission amended <br />Table 156-A to include the word “clinic” after substance abuse treatment.
