Motion carried. <br /> <br />IV. PUBLIC HEARING (6:30 PM or shortly thereafter) <br />1. Preliminary Plat & Planned Unit Development (PUD) – Peltier Estates <br />Administrator Statz introduced this item, noting that this is the third time this project has been <br />submitted. Prior submittals were previously approved by the city council; however, the project has <br />not moved forward. This submittal is the same as previous ones. Planning consultant Phil Carlson <br />reviewed his planning memo, noting that this is a Planned Unit Development (PUD) as there are <br />significant features, such as wetlands and ponding features. With the flexibility of a PUD, the lot <br />sizes are smaller. <br /> <br />Staff reported that at one time there was conversation about connecting the cul-de-sac to Brian <br />Drive and that is no longer the plan due to the large wetland complex that would need to be filled. <br />Staff added that a trail easement for a trail that connects to Acorn Park is important. A Trail <br />easement is not shown on a plat – it is recorded as a separate document. The development plans <br />include a trail from the west end of the new cul-de-sac to the north terminus of Brian Drive, where <br />it will connect to the sidewalk there. A portion of that trail will be an elevated boardwalk to limit <br />wetland impacts. An easement over the entire trail segment will need to be provided by the <br />developer, at their cost. <br /> <br />Administrator Statz noted that the existing trail segment from the Deer Pass cul-de-sac that was <br />planned to serve the 20 acres to the north may no longer be necessary. Instead, the city would <br />require a trail to be constructed from the entrance of the new development down across the east <br />th <br />edge of the property, adjacent to 20 Avenue (CSAH 54). The city might have to finish the trail <br />th <br />connection between the southern end of Peltier Estates, along 20 Avenue, and the Deer Pass <br />entrance.” <br /> <br />Chair Krueger opened the public hearing at 6:49 p.m. <br />Page 2 of 4 <br /> <br />
