City of Centerville <br />Planning and Zoning Commission <br />May 7, 2024 <br /> <br />stated that traffic added from the development around us has also not been addressed. Mr. Qamhieh <br />asked if the city has investigated Safe Routes to School Funding. Administrator Statz stated that the <br />one thing that might hinder our ability to get a Safe Routes to School grant is that we do not have <br />students crossing Main Street. Mr. Qamhieh said that he met with the school principal about sight <br />issues, traffic lights, etc. Mr. Qamhieh also stated that parking has never been addressed and that <br />privacy is an issue for people on the third floor. Mr. Qamhieh added that we need shops to attract <br />people and that we could reduce the residential units and have some shops. <br /> <br />9. Matt Froebel, 7180 Clear Ridge (2:30:36 to 2:33:32) <br />Mr. Froebel stated that the church is the focal point, with the addition of a large apartment complex <br />it will take away from the aesthetic standpoint. Mr. Froebel added that if anything from the house <br />can be salvaged or repurposed, he would like to see this, as he would hate to see the home just <br />leveled. <br /> <br /> <br />10. Tyler Brigl, 1295 Mound Trail (2:33:56 to 2:38:00) <br />Mr. Brigl said that when he tells his friends he lives in Centerville they do not know where it is and <br />thatÓs what a small town is and thatÓs what a small-town feel is. He stated that small towns do not <br />have 104-unit apartment buildings. Mr. Brigl asked the Commission to look at the situation and the <br />morality of it because community matters and the community does not want this. Mr. Brigl also <br />stated that things should be built on merit, so if the development goes through with this then to make <br />them build it on their own, without financial assistance because it is not right or fair for the <br />community. <br /> <br />11. Anita Rios, 1680 Lakeland Circle (2:38:14 to 2:42:36) <br />Ms. Rios stated that she moved to the community 17 years ago and they were drawn to the lakes, <br />trails, and the 2006 master plan clinched the deal. She said they saw this idealic community with a <br />bakery, wine bar, and brew pub with residents upstairs. Ms. Rios said that she understands that due <br />to market conditions the plan didnÓt pan out. Ms. Rios also stated that she understands that market <br />conditions have changed and that the LaLonde property was rezoned in 2011. She doesnÓt remember <br />getting public notice of the rezoning and talked with neighbors who also do not remember getting a <br />public notice. Ms. Rios added that even though the property is rezoned to mixed use, she feels <br />strongly that the LaLonde proposal does not fit with the overarching vision communicated in the <br />vision of 2040 Comprehensive Plan, which states that goal of Centerville is to use the Ðmixed-used <br />designation to create well designed pedestrian oriented development that enhances the quality of <br />life for city residents and promotes a traditional neighborhood or small town atmosphere.Ñ Ms. Rios <br />said that she does not understand how a 104-unit apartment building will accomplish this goal and <br />that the sheer size of 104-unit apartment building is too large for our small city; further, she said she <br />believes it will change its character and will be the first thing residents see from any direction. Ms. <br />Rios would like to present a petition, noting that she is the author of the change.org petition; the <br />petition asks the council to not approve TIF for the proposal and then to focus on less dense owner- <br />occupied housing that brings clear benefits to our city. Ms. Rios said that in less than 2 weeks there <br />are 407 signatures on the petition. Ms. Rios stated that members of the Planning Commission have <br />great power to impact the quality of life for residents both now and in the future. Ms. Rios said the <br />apartment building will not promote a small-town atmosphere nor will it enhance the quality of life <br />for residents, and she asked the Commission to please vote no to the LaLonde proposal. <br /> <br />12.
