City of Centerville <br />Planning and Zoning Commission <br />May 7, 2024 <br /> <br />Roy asked who developed the density figures. Administrator Statz noted that the density <br />requirements are part of what was developed in 2006 with the Master Plan, and then further <br />numerated, the 2008 Comprehensive Plan, and again reaffirmed in 2018 City Comprehensive Plan. <br />Administrator Statz noted that there have been two Comprehensive Plans since then and the density <br />is between 12-45 units per acre Î the proposal for 104 units is 36 units per acre. Mr. Krull asked <br />what ramifications there are if the city does not meet these. Administrator Statz stated that if the <br />development does not meet the densities, the development would not meet the parameters in the <br />zoning code and the development should be denied. Mr. Krull asked if there are any financial <br />ramifications from an outside agency because the city decided to turn this down. Administrator Statz <br />noted that there are no zoning police, but the one danger is that the landowner or developer could <br />seek litigation for improper denial. Mr. Krull asked if there was any pressure on the city to allow <br />this development. Attorney Glasser noted that there is no outside influence or financial benefit for <br />the city. Planner Carlson added that the Master Plan that is in place for downtown was developed <br />by the community and added to the Comprehensive Plan in 2008 and again in 2018. Planner Carlson <br />added that the Master Plan is a product of the community and what they said they want. Mr. Krull <br />also said that he likes to walk, and he has a difficult time crossing from Peltier Lake to Main via car, <br />let alone walking. Mr. Krull stated that he believes this is an ADA issue and an age issue; he added <br />that he is being denied the use of our beautiful parks and walkways. Mr. Krull said he would follow <br />up with the Department of Transportation. <br /> <br />6. Jon Krueger, 7248 Centerville Road (2:18:08 to 2:22:51) <br />Mr. Krueger stated that he has spent his career in Life-Safety, and he asked if there are adequate <br />resources to handle an emergency in the structure being proposed. Administrator Statz stated that <br />with the design process, one of the major things the city spoke with the developer about is emergency <br />access and Centennial Fire District confirmed that they are capable of reaching the heights of this <br />building with their fire apparatus and that the building is sprinkled. The Fire District looked at layout <br />of the site and worked with the developer to ensure solid access points around the building as well <br />as the creation of a fire lane close to the northwest corner of the site. The fire department is now <br />satisfied with their access points around the building and their ability to fight a fire in this structure. <br />Mr. Krueger asked if vehicles would be cutting through the school parking lot at times where there <br />is congestion on MainStreet and Centerville Toad and Administrator Statz stated that we could work <br />with the school to mitigate or eliminate this all together. <br /> <br />7. Mark Brilowski, 7124 Main Street (2:23:02 to 2:24:28) <br />Mr. Brilowski said that he has heard people saying that they are perfectly happy to take their business <br />to Lino Lakes or Blaine for services, but he thinks it would be best if we could keep most of <br />Centerville money in Centerville, adding that it would help with our revenue and our local <br />businesses. Mr. Brilowski said we donÓt have enough people living in the city to attract good <br />business and that we have to give people places to live. Mr. Brilowski also said that Lino Lakes and <br />Blaine are building like crazy and thatÓs where people are going to live and thatÓs where the traffic <br />is coming from Î not from this development. Mr. Brilowski stated if everyone is upset about putting <br />this place in and where itÓs going, then in 2006 when the council put in the M2 district, that was <br />their time to complain. <br /> <br />8.Hatem Qamhieh, 7251 Clearwater Drive (2:24:42 to 2:30:03) <br />Mr. Qamhieh stated that the development would create a lot of traffic, this is a big concern for him. <br />He said the traffic has never been addressed property and a roundabout would be the better option <br />but to check to ensure proper fit and land acquisition before the building anything Mr. Qamhieh also <br />Page 8 of 17 <br /> <br />
