City of Centerville
Planning and Zoning Commission
May 7, 2024

in front of the buses; she added that people are also parking in front of their house, and this has been
an issue for a long time. Ms. Camp Baron said that they have not been monitoring things as closely
as they should but are concerned about access to their property; she added that she has not heard
anybody talking about that.

Ms. Camp Baron stated that the reason they have not had any petitioners is because they have no
trespassing signs posted.

Ms. Camp Baron stated that she was not given notice when her property was rezoned in 2011 and
while it does not directly impact her, residents need to know so they can provide feedback.
Ms. Camp Baron asked the Commission to not consider approving the apartment complex.

17. Chad Wagner, 6781 Beaver Pond Way (2:53:11 to 2:55:54)
Mr. Wagner said that he would like to keep Centerville a bedroom community. Mr. Wagner asked
what the benefit is to the city?

What the response has been for public safety? Ms. Wagner said that he thinks the contractor is a
good, solid contractor, but what happens when they do not have all the leases signed and they cannot
guarantee they will be luxury.
18. Garland Port, 7013 LaMotte Drive (2:56:01 to 2:57:52)
Mr. Port said that he is very concerned about the plan to develop a large apartment in Centerville,
and that the government should put the interests of citizens first. Mr. Port added that the proposed
TIF subsidy will be at the expense of all current residents, and the immediate benefit will go to the
real estate developer, the landowner, the future apartment dwellers, and the city government. Mr.
Port stated that the promised future economic benefits may never materialize and will only benefit
a small fraction of Centerville residents.

Mr. Port said that when he went door to door to talk with neighbors, 95% were against this apartment
building; he added that people in Centerville do not want to degrade the quality of life in exchange
of theorical economic benefits.

Mr. Port asked the Commission to vote against the proposal even if it does meet the Master Plan.

19. Matt Beck, 1313 Mound Trail (2:57:49 to 2:58:21)
Mr. Beck said that he believes that it would be irresponsible to approve the plan presented with one-
way access to parking. Mr. Beck said that the Commission should require circulating access to
parking, adding that it would make it a much safer project and it would be a less dense project.

20. Heather Carciofini, 1652 Lakeland Circle (2:58:26 to 3:01:22)
Ms. Carciofini asked the Commission to please vote no. She said that although she understands that
this hearing is about a development plan for an area that is now zoned M2, she would like to be clear
that she has never supported the goals of the Downtown Master Plan, nor the rezoning that occurred
to support it.

Ms. Carciofini said that they chose Centerville because of its tranquil small-town feel, low density,
trails, lakes, parks, schools.
