City of Centerville <br />Planning and Zoning Commission <br />May 7, 2024 <br /> <br /> <br />Mr. Carciofini said that she does not support attempts to artificially stimulate commercial and retail <br />development by adding high density housing projects. <br /> <br />Ms. Carciofini said that she has specific concerns, which are that the complex is too big and too tall <br />for this location, adding that the building will loom over her property and span the entire length of <br />her backyard; she is concerned about light that will spill into her home and yard around her house. <br />Ms. Carciofini is also concerned about the potential for noise from external mechanicals, outside <br />party areas, and pet exercise areas. <br /> <br />Ms. Carciofini said that she fears the decline of property values, because who wants a massive <br />apartment complex in their backyard; she said that they understand change is inevitable, and she <br />knows the property will be developed at a density higher than what it currently is. Ms. Carciofini <br />said that this proposal is simply too big and tall, adding that she is supportive of a proposal with less <br />obtrusive housing and structures that do not rise more than 40 feet and/or dominate the landscape <br />and lake; she added that this would be more aesthetically pleasing. <br /> <br />Ms. Carciofini asked the Commission to vote no. <br /> <br />21. Katya Port, 7013 LaMotte Drive (3:01:33 to 3:02:51) <br />Ms. Port stated that high density will be an eyesore for the community of Centerville. She said that <br />she used to live in Fridley in an apartment building similar to the one in this plan, and there were <br />truck users, people not going to work, loud music, and it was dangerous to go outside after dark. <br /> <br />Ms. Port said that the tall building will lower the values of adjacent homes. <br /> <br />Ms. Port stated that she wants to live in Centerville wither her family because itÓs a small town. <br /> <br />Ms. Port stated that having a large apartment complex will change the fabric of the community and <br />the residents of Centerville will be forced to subsidize an economic development project that will <br />lower the quality of life for residents. <br /> <br />Ms. Port said that she went to collect signatures and 95% of people are against the project. <br /> <br />Ms. Port asked the Commission to please vote no. <br /> <br />22. Todd Lamier, 7239 Clear Ridge (3:03:06 to 3:06:54) <br />Mr. Lamier stated that there has been a history of executed projects that have not turned out so well: <br />streetlights, cobblestone colored pavement in front of school, noting that these are not major <br />projects. Mr. Lamier added that the LaLonde property is prime real estate, and that we should not <br />be using TIF. <br /> <br />Ms. Lamier said that he would rather see higher scale development with less density. <br /> <br />Mr. Lamier asked how the city will benefit, aside from receiving additional federal funds. <br /> <br />Page 12 of 17 <br /> <br />
