City of Centerville <br />Planning and Zoning Commission <br />May 7, 2024 <br /> <br />Mr. Wilharber stated that sometimes people have to sell things because they cannot afford to keep <br />them. He said that he is not for or against the project, but that a person has a right to sell what they <br />have. <br /> <br />28. Gary Scherer, 2045 Willow (3:15:21 to 3:17:47) <br />Mr. Scherer said that he is not affected directly but feels for those who live where trees will be torn <br />down. He added that the trees are supposed to be a buffer and that tearing down all the mature trees <br />and then planting little ones will take 15 years or more to build up. <br /> <br />Mr. Scherer said that the market value can be one thing, but that people are not going to want to <br />come in and buy a house where you look at the third floor of an apartment building. He stated that <br />he is concerned that the apartment will depreciate the value of the homes in the area. <br /> <br />Mr. Scherer is also concerned about the TIF, stating that we are willing to give tax credits to <br />millionaires while residentsÓ taxes go up. <br /> <br />Mr. Scherer said that he is against this project, adding that it is a bad spot for an apartment building; <br />he stated that if given the opportunity, the property should be rezoned for low density and then <br />everyone comes out a winner. <br /> <br />29. Deanna Loomis, 7248 LaValle Drive (3:18:01 to 3:19:04) <br />Ms. Loomis stated that she does not think putting the apartment complex in is a good idea because <br />it will only add to traffic, make it more dangerous, and prompt the need for improvements quicker. <br /> <br />30. Hatem Qamhieh, 7251 Clearwater Drive (3:19:35 to 3:20:12) <br />Mr. Qamhieh, said that regarding the notion that there is state aid for getting to 5000 people, it is <br />not black and white and if you talk with them, they can work something out. <br /> <br />31. Bridget Lemire, 7239 Clear Ridge (3:20:24 to 3:22:31) <br />Ms. Lemire stated that the memories her kids and her friends have will last a lifetime and with <br />increased traffic, kids today will never be able to experience the same small-town feel. Ms. Lemire <br />asked Commissioners to vote no due to safety and financial concerns. <br /> <br />Ms. Lemire said that TIF should not be needed for lakefront property in a small community that has <br />been residentially owned for over one hundred years. Ms. Lemire asked why we canÓt pause and <br />revisit the cityÓs long-term plan to find more viable options to bring people in other than offering <br />this rental property TIF. <br /> <br />32. Nick Abernathy, 1305 Mound Trail (3:23:07 to 3:23:51) <br />Mr. Abernathy said that he is against this proposal; he also said he has direct relation to someone <br />who is in the apartment industry. He added that when you have this many units and when they are <br />having problems getting them rented then there have been times in Maple Grove where they have <br />done very short-term leases. Mr. Abernathy said he wanted to point out that there could be turnover <br />and a lot of people coming and going in a short period of time. <br />33. Ken Deakman, 1665 Lakleland Circle. (3:24:29 to 3:26:02) <br />Mr. Deakman said that he walks his dog every day and meets people all the time who are coming <br />here for the small-town feel; he added that he sees a lot of kids walking and it is very dangerous to <br />Page 15 of 17 <br /> <br />
