City of Centerville
Planning and Zoning Commission
May 7, 2024

Ms. Driver said that change is hard and that while we would prefer to see the LaLonde property
remain as is, much like people wanted what is now Lakeland Hills to be what it was, we understand
itÓs going to change; but we have an opportunity to influence change. Ms. Driver added that the
property is zoned M2 and will one day include medium to high density housing. She added that the
current proposal is too large for the property. Ms. Driver added that specifically, the northwest
corner of the proposed building is well over three stories tall and that not only will that loom over
her home and neighborsÓ homes, but it will also loom over Centerville, and it will be what people
will see when they are using our lake during all our Minnesota seasons.

Ms. Driver stated that the LaLonde property is a beautiful piece of land and asked the Commission
not to let so much of it to be taken away with such a large structure. She added that a smaller structure
could meet the density requirements and still fit in in Centerville.
25. Noel Berken-Whitney, 7224 Mill Road (3:10:52 to 3:12:45)
Ms. Berken-Whitney stated that her son had 35 kids in his class and that his teacher has taught there
for over 20 years. She added that when he told her how many kids were in his class, he almost had
tears in his eyes because he was not sure how he would get to know them individually and intimately
enough to do a good job of teaching them. Ms. Berken-Whitney added that the apartments would
add more students to a school that is already bursting, even with the recent addition.

Ms. Berken-Whitney stated that rental property is the number one call for service, and she does not
think we have the resources to handle that. She added that the officers are already spread thin across
several different towns.

Ms. Berken-Whitney said the Centennial police come from miles away when they have to respond
and itÓs not safe. She added that the proposal calls for fire trucks backing out and asked whose idea
that was.

Ms. Berken-Whitney thanked the Commission for asking tough questions of the developer, some
which were unanswered.

Ms. Berken-Whitney stated that Centerville is not known for thinking through big projects.

Ms. Berken-Whitney asked the commission to please consider voting no.

26. Linda Chaffee, 7211 LaValle Drive (3:12:53 to 3:14:05)
Ms. Chaffee said that she wanted to correct information about school walkers because in spring and
fall, she walks her granddaughter to school and last year there were 30 kids on bikes crossing Main
Street. She added that these kids are all considered bus riders because in the winter they ride the
bus, but when the weather is nice, they walk to school. Ms. Chaffee asked how kids are going to not
get hit while crossing with installation of a roundabout.

Ms. Chaffee said that she hopes no approval is made without all questions being answered.

27.
