June 4, 2024 <br />Centerville Planning & Zoning Commission <br />Page 2 of 11 <br />RE: Ten Nineteen Development LLC, LaLonde Property, PUD Preliminary Development Plan <br />1)Approval with Conditions (Staff Recommendation) <br />This approach is essentially what was includedin our May 7 report to the Planning and Zoning <br />Commission, repeated here, butwith revisionsbased on input at the public hearing. <br />Conditions for Approval(Staff Recommendation) <br />1)The design of the building façade will be revised to include additional details that evoke <br />historic French-Canadian architecture, to be reviewed and approved by the City Planner <br />and City Engineer. <br />2)The lower level of the west façade of the building will be revised to include more <br />architectural detailing instead of a blank decorative block wall, to be reviewed and <br />approved by the City Planner and City Engineer. <br />3)Due to concerns over the height of the building adjacent to the existing single family <br />neighbors to the north, the north leg of the apartment building will be shortened by two <br />units per floor and the westernmost two units on the upper floor will be removed, <br />compared to the original design of three stories of apartments over parking. <br />4)Development Agreement - The applicant will enter into a development agreement for all <br />aspects of site construction and engineering to be reviewed and approved by the City <br />Engineer and City Attorney. <br />5)Final construction plans will be subject to review and approval from the City Engineer. <br />6)Screening – The Subject Property shall provide a fence on the east and north sidesof <br />sufficient height and lengthbe maintained with sufficient screening or fencingto stop light <br />from leaving the site from vehicles entering and exiting the parking lot andparking <br />garage, and in a manner coordinated withthe landscape plan. The fence on the east <br />side of the property shall serve to screen the elementary school from the apartment’s <br />surface parking lot. <br />7)Garbage – If garbage containers are stored on sitetheyGarbage containersshall be <br />screened from public view. Garbage hauling shall be coordinated to not interfere with <br />school bus traffic from Centerville ElementarySchool. All garbage shall be contained <br />within garbage containers designed for that purpose. The grounds of the subject property <br />shall be maintained in a manner that is free from litter and garbage. <br />8)Exterior Conditions – The Subject Property shall be maintained in a neat and workmanlike <br />order to include, but not limited to: <br />a.The original landscape, grading, and lighting plans shall be maintained. <br /> <br />
