Traffic around the school is particularly busy at the beginning and <br />end of each school day and during school events. <br />n page 20 notes that the “Downtown Neighborhood” is reserved for low- <br />7)The Master Plan o <br />to mid-rise housing. The City Council find that the proposed project of three to four levels <br />and over 40 feet in height does not fit this description. <br />8)The City’s Comprehensive Planin the housing policies section has a goal to “protect <br />residential neighborhoods from incompatible and offensive uses” and to “identify areas <br />appropriate for multiple family . . . housing opportunities.” The LaLonde property is <br />incompatible and inappropriate for this scale and size of project considering its proximity to <br />the elementary school and adjacent single family uses. <br />has not presented enoughinformation as to the public benefit of the PUD. The <br />9)Applicant <br />public benefits do not outweigh the relaxation of standards being requested. <br />10)Main Street immediately adjacent to the west edge of the project site is a busy, high-traffic <br />roadway with no safe pedestrian crossing to Centerville Lake. The project will have views of <br />the lake, but no reasonable direct access.This will be an attractive nuisancewith no <br />reasonable way to stop it. <br />60-DAY DEADLINE <br />Theapplication was submitted April 8, 2024. The initial deadline for final action by the City Council <br />was June 8, 2024. The city has corresponded with the developer, notifying them that a 60-day <br />extension is required for further analysis, as permitted under Minnesota Statute 15.99. The <br />preliminary plat has a separate 120-day deadline per Minnesota Statute 462.358 Subd. 3b. Both <br />deadlines are nowup on August 7, 2024. Further extensions are not permissible without consent <br />from the developer and landowner.
