LaLonde owns the property at 1687 Westview Street, legally <br />described now as in Lot 4, Auditor’s Subdivision 48 Revised, being a part of the NW ¼ of <br />Section 23, Township 31, Range 22, Anoka County, Minnesota; described by Anoka County <br />with PID 23-31-22-22-0003. The property is proposed to bebeingplatted with this approval <br />as Lot 1 and Lot 2 Block 1 of LaLonde First Addition. <br />2)Ten Nineteen Development LLC has proposed a 104-unit apartment project on the <br />property, consisting of a three-story apartment building with a level of parking underneath <br />the building for 110 cars and a surface parking lot of 56 spaces, for a total of 166 spaces. <br />The Zoning Code minimum standard for residential parking in Section 156.166(A) is two <br />spaces per unit, which is 208 spaces for the 104-unit proposed project. The project does not <br />meet this standard, being short by 42 spaces. <br />3)The height of the proposed building would be about 35 feet as defined in the Centerville <br />Zoning Code but would appear 48 feet in height on the north side due to the lower ground <br />level at the northwest corner of the building. This is unreasonably tall and not compatible <br />with the surrounding neighborhood. <br />4)The project is proposed as a Conditional Use Permit for a Planned Unit Development under <br />the standards and processes in the Centerville Zoning Code. <br />5)The project does not meet the M-2 zoning district standards in Section156.052, which <br />incorporate by reference the standards in the 2006 Master Plan & Development <br />Guidelines,specifically: <br />a.The height and mass of the building do not “protect the integrity of the surrounding <br />residential neighborhoods”. <br />b.The design of the building is not consistent with the architectural design standards <br />in the above reference Master Plan. <br />c.The Master Plan limits projects to three stories, whereas the proposed project would <br />rise more than three levels on the west and north sides. <br />6)The project is in close proximity toCenterville Elementary School. Safety of the students and <br />school-related traffic are critical issues for the school and the community. It is important to <br />create a safe area in the vicinity of the school. Residents and visitors to the project site <br />must travel along the same route as pedestrians, bicycles, bus traffic, and other traffic <br /> <br />
